The role involves reviewing RFPs, specifications, and reference materials, and coordinating with vendors to assemble complete cost data across labor, materials, and services. The position requires extensive knowledge of NAVSEA standards, and the ability to develop work breakdown structures, manage material requirements, and present estimates for management review.

Qualifications

• High school diploma or GED equivalent.
• Six years’ experience in detailed ship checks, planning and estimating Spec Items, and Alteration Installation Team (AIT) documentation.
• Comprehensive understanding of NAVSEA Standard Items.
• Experience with US Navy Shipboard Hull, Mechanical & Electrical systems.

Responsibilities

• Plan and estimate ship alterations, repairs or fleet modernization projects.
• Review RFPs, specs, and references to define work scope.
• Develop cost estimates including labor, materials, outside services and subcontracting.
• Create Work Breakdown Structure (WBS) and POAM for bid compliance.
• Lead estimation efforts and prepare bid documentation.
• Conduct site visits to understand subcontractor, labor and material needs.
