Job summary

VTG is seeking an experienced Program Manager to lead a large-scale professional and administrative support services program for the United States Marshals Service (USMS). You will oversee program management, staffing, quality assurance, and customer engagement across the US nationwide footprint.

The role requires 10+ years in federal program management, leadership of dispersed teams, and strong skills in executive briefing and performance reporting. U.S.

Qualifications

• Bachelor’s degree required.
• 10+ years of program or project management experience supporting federal government contracts.
• 5+ years managing large professional services or mission support programs with multi-functional workforces.
• Experience leading geographically dispersed teams.
• Experience recruiting, retention, workforce planning, and contract staffing activities.
• Experience preparing executive briefings, status reports, metrics, and performance reviews.
• Strong knowledge of federal contracting environments.
• Exceptional communication, leadership, and customer engagement skills.
• Must be a US Citizen with eligibility for Top Secret clearance.

Responsibilities

• Provide overall program management, strategic direction, and operational oversight for a nationwide USMS support services contract.
• Serve as the primary point of contact for Government Program Managers, COs, CORs, and USMS leadership.
• Manage program execution across multiple locations, labor categories, and functions.
• Ensure compliance with contract requirements and service-level expectations.
• Lead start-up, transition, staffing, and steady-state operations.
• Recruit, hire, onboard, and retain personnel across 30+ labor categories.
• Manage performance, workforce planning, and succession planning.
• Coordinate nationwide surge and backfill support needs.
• Implement a comprehensive Quality Control Program and monitor metrics.
• Develop and present status, staffing, vacancy, and executive briefings.
