Job summary

Join the Department of the Secretary of State in Augusta, Maine as a Municipal Training & Support Specialist. You will train municipal agents in motor vehicle registration procedures, conduct statewide workshops, and perform on-site reviews to ensure accurate and compliant operations.

Responsibilities include developing manuals, distributing updates, and presenting at events to support excellent public service.

Qualifications

  • Five-year combination of education, training, and/or experience in the application of motor vehicle laws, rules, and regulations and in the conduct of training.
  • Strong written and verbal communication skills are required.
  • Ability to develop and deliver training programs and evaluate compliance.

  • Instruct, guide, and advise municipal officials on laws, rules, regulations, and procedures related to motor vehicle registrations to ensure agent performance meets established standards.
  • Conduct workshops and refresher training programs statewide to train agents and maintain proficiency in registration procedures.
  • Perform on-site visits to verify correct procedures, provide guidance, and assist with complex or unusual registration problems.
  • Respond to inquiries from municipal officials and the public regarding registration and excise tax procedures.
  • Prepare and distribute memos, newsletters, and updated guidelines to inform agents of changes in laws, rules, regulations, and procedures.
  • Speak at workshops, seminars, and conventions to provide information and enhance public service.
  • Conduct on-site reviews to evaluate agent performance, take corrective action, and recommend decertification when necessary.
  • Evaluate procedures, identify program challenges, and recommend new or revised processes to improve program efficiency and operations.
  • Prepare forms and reports to keep administrators informed of program activities and effectiveness.

About the Position:

We are seeking motivated candidates for the position of Municipal Training & Support Specialist in Registration, Municipal, and Agent Services. As a Municipal Training & Support Specialist, you will work in training and monitoring the performance of municipal agents in the registration of motor vehicles. Work includes training town representatives to act as agents of the Secretary of State, conducting workshops and refresher training programs, writing procedure manuals, and conducting on site - reviews and taking appropriate corrective action. Work is performed under limited supervision.

In this role, you will:

Preference will be given to candidates who bring digital fluency and a process-improvement mindset:

Comfort learning and adopting new technologies, experience streamlining or digitizing paper-based work, clear written communication, curiosity about emerging workplace tools, and the judgment to evaluate and verify their output before relying on it.

  • Knowledge of motor vehicle registration procedures.
  • Knowledge of applicable motor vehicle laws, rules, regulations.
  • Ability to prepare and deliver training programs.
  • Ability to evaluate compliance with fiscal and procedural reporting.
  • Ability to interpret and apply laws, rules, and regulations.
  • Ability to establish and maintain effective working relationships.
  • Strong verbal and written communication skills.
  • Strong PowerPoint and Adobe abilities.
  • Experience in developing training or presentations.
  • Must have a valid driver's license.
Minimum Qualifications:

A five (5) year combination of education, training, and/or experience in the application of motor vehicle laws, rules, and regulations and in the conduct of training.

Applicants must be authorized to work in the United States. Please note that this position is not eligible for visa sponsorship or STEM OPT extensions, and successful candidates will be required to complete an I-9 form upon hire.

The successful candidate must pass a National Criminal Background check, which may include fingerprinting.
