Job summary

The City of Deer Park is seeking a Code Enforcement Officer to enforce the municipal codes, conduct inspections, and respond to public concerns. You will work under the Public Works Department and interact with residents, businesses and City staff to ensure safety and compliance.

Responsibilities include investigations, documenting violations, issuing notices, coordinating enforcement actions, and supporting emergency response duties. A valid Texas license and 6‑month certification window apply.

Qualifications

• Knowledgeable of applicable local, state and federal codes and ordinances.
• Ability to read, analyze and interpret technical procedures, regulations and ordinances.
• Ability to write reports and correspondence.
• Ability to present information to City Staff, residents and City Council.
• Independently define problems, collect data, establish facts and draw valid conclusions.
• Valid Texas Driver’s License and ability to operate a vehicle.
• Must obtain Texas Department of Licensing and Regulation license as Code Enforcement Officer Level 1 within 6 months of hire.
• Minimum high school diploma, GED, and/or five years of related experience.

Responsibilities

• Conduct onsite investigations of code and ordinance concerns and respond to issues such as sewage, trash, junk vehicles, pools, and high grass.
• Inspect single-family homes, apartments, businesses, vacant lots and properties for compliance and issue notices of violation; follow up inspections.
• Interview complainants and witnesses, take photographs, document activities and update records; meet with residents and businesses on ordinances.
• Meet directly with Deer Park residents and property owners regarding concerns.
• Maintain accurate records using iPad or equivalent and generate reports.
• Respond to resident concerns with appropriate enforcement actions (lien, notices, citations, etc.).
• Be available for emergencies as needed by Public Works (hurricanes, spills, on-call).
• Perform backflow program tasks and maintain testing compliance for commercial buildings.
• Assist City Engineer and other staff on spills, illicit discharges and storm/sewer compliance.
• Assist Code Enforcement, Planning and Development, Public Works, Police and Courts as needed.
• Maintain lien files against non-compliant properties; oversee backflow prevention program inspections.
• Prepare reports for court or administration; testify when required.
