Job description

Multifamily Asset Management Specialist - Housing & Community Development

Your passion is supporting owners of affordable multifamily housing in creating safe and well-maintained environments for residents and complying with the U.S. Department of Housing and Urban Development’s (HUD’s) requirements. At ICF, you can put that passion into action by joining our team of experts working with the U.S. Department of Housing and Urban Development (HUD) to provide specialized technical assistance on subsidized multifamily housing programs.

In this role, you will bring deep expertise on HUD assisted multifamily rental properties with Project Based Rental Assistance (PBRA). You will help multifamily owners understand and comply with HUD multifamily asset and property management requirements through one-on-one conversations, training sessions, and the creation of written products. In an ideal world, you also understand HUD’s Green and Resilient Retrofit Program (GRRP) requirements, but this is not necessary.

This position is FULL TIME and fully remote.

What You’ll Be Doing
  • Work with a diverse set of stakeholders, including, multifamily owners, managing agents, Public Housing Authorities (PHAs), lenders, and HUD staff, to deliver technical assistance aligned with HUD multifamily asset and property management requirements.
  • Serve as a subject matter expert on HUD assisted multifamily rental properties with Project Based Rental Assistance (PBRA), aka Section 8, as well as Section 202 PRAC and Section 811 PRA properties.
  • Facilitate technical assistance engagements with Owners/Agents regarding HUD multifamily asset and property management requirements, including guidance from HUD Handbooks 4350.1 and 4350.3, all HUD Housing Notices, and other HUD requirements.
  • Guide awardees through GRRP requirements, project milestones, applicable program notices, management systems, and required submissions. Help awardees coordinate GRRP timelines with other financing and preservation activities, which may include LIHTC, FHA financing, rental assistance, and other HUD multifamily programs.
  • Stay informed and current on HUD regulations related to HUD-assisted multifamily rental PBRA properties, translating requirements into practical guidance for stakeholders.
  • Coordinate with other technical assistance specialists and subcontractors so that Owners/Agents receive the TA and expertise needed for projects.
  • Provide advisory and consulting services to clients through training sessions, one-on-one conversations, and written products.
  • Support the development of tools, templates, and resources, as well as reports and policy guidance, related to HUD-assisted multifamily rental PBRA, Section 202 PRAC, and Section 811 PRA properties.
  • Perform quality control on products and tools to ensure compliance with regulations and ensure consistency and accuracy.
Basic Qualifications You’ll Need To Have
  • Bachelor’s Degree or equivalent in Public Administration, Public Policy, Government, Social Work, Business Administration or a related discipline or minimum 10 years of professional experience in a similar field
  • Minimum 7 years of demonstrated experience working with subsidized multifamily housing programs, including implementation, compliance, and/or technical assistance related to PBRA, Section 202 PRAC properties, and Section 811 PRA properties.
Additional Experience
  • Strong knowledge of federal programs including Project Based Rental Assistance (PBRA), the Rental Assistance Demonstration (RAD) program, and Low-Income Housing Tax Credit (LIHTC) programs. Familiarity with GRRP is a bonus.
  • Experience developing and delivering training, workshops, and webinars on subsidized multifamily housing programs, or related compliance topics; facilitating engagements; and presenting to diverse audiences.
Preferred Skills/Experience
  • Experience providing technical assistance or direct services to affordable housing providers on multifamily asset and property management topics including OCAF, Utility Allowances, MORs, and tenant selection/leases.
  • Knowledge of RAD conversions and implications for a public housing authority whose public housing is converting to PBRA or PBV.
  • Knowledge of HUD’s Secure Systems online platform and subsystems including TRACS, EIV, and FASS.
  • Experience collaborating with cross-sector partners, including affordable housing providers, affordable housing developers, HUD, and local housing authorities.
  • Familiarity with HUD’s Green and Resilient Retrofit Program (GRRP) requirements, program and/or rehabilitation planning and transaction coordination a plus.
Professional Skills
  • Excellent verbal, interpersonal, and written communication skills.
  • Strong analytical, problem-solving, and decision-making capabilities to analyze situations, identify existing or potential problems, and recommend solutions.
  • Project management skills to map out project timelines and deliverables, create project workplans and budgets, respond to client needs, and meet deadlines.
