Job Summary: Supervises a group of Tractor-Trailor Motor Vehicle Operators and clerical staff engaged in loading, documenting and transporting merchandise. Representative grade of associates in work unit is NA-8.

Duties and Responsibilities:

• Supervises a group of tractor-trailer drivers, and Distribution Center associates engaged in shipping merchandise using trucks or truck tractors with trailer or semi-trailer coupled by means of a turnable (fifth wheel) or pintle (pivot) hook, and/or tandem rig consisting of either a single trailer or two trailers in tow (with a gross vehicle weight of over 32,000 lbs.). They are also equipped with air brake connections between the truck or truck tractor and trailer or semi-trailer; driving controls include gear shift lever, brake pedal, accelerator, clutch and air brake control and levers for supplying power to the driving wheels. Vehicles are used in over-the-road operation to transport merchandise, supplies and materials to and from Navy Exchanges or other designated places. May transport hazardous material.
• Establishes work schedules and plans the utilization of subordinate associates, equipment, facilities, materials and tools, etc. to accomplish work operations on a daily, weekly, or monthly basis. Establishes deadlines, priorities and work sequences to be followed. Determines assignments that can and must be done concurrently and those that can be delayed. Reviews work in progress or on completion. Adjusts work plans, assignments and methods as necessary to accomplish the work as effectively and economically as possible. Ensures materials needed are at work site and replenishes supplies as needed. Furnishes supervisor with status reports on work being accomplished and any statistical data required.
• Performs personnel administration functions. Approves/disapproves leave, sets performance standards and prepares work performance reviews. Evaluates job candidates, interviews and makes selections. Answers associates questions regarding procedures, policies, written instructions and other directives. Determines training needs and ensures an effective ongoing training program is implemented; counsels associates; resolves complaints and grievances, initiates disciplinary actions; recommends personnel actions, etc.
• Responsible for maintaining all equipment in operating condition. Arranges for repair and preventive maintenance of vehicles. Ensures required vehicle maintenance and operating records are maintained and current.
• Assures safety and security requirements are adhered to.
• Maintains necessary unit production and statistical reports and records to document effectiveness of work operations.
• Performs other related duties as assigned.
• Works under the general supervision of a designated supervisor. Performs day-to-day assignments independently and resolves most work issues and problems. Exercises judgment when taking action. Completed work is reviewed from the standpoint of how effectively and economically the operation is run.

JOB REQUIREMENTS: May operate a vehicle with a gross vehicle weight of 26,000 lbs. or more:

1. Must possess a valid state commercial driver's license (CDL) with a class "A" endorsement for tractor trailor, semi-trailor, or combination vehicles is also acceptable.

2. Must possess a "H" endorsement on their CDL which permits them to transport hazardous materials (HazMat).

3. Must meet Department of Transportation (DOT) physical and medical requirements and pass a preemployment drug screening.

If incumbent is operating a vehicle with a gross vehicle weight less than 26,000 lbs.:

1. Must possess a valid state driver's license.

2. Must possess the knowledge and skills necessary to operate a motor vehicle safely.

PHYSICAL EFFORT: A great deal of physical effort is required to turn large and heavy vehicles, and to operate the additional controls and two braking systems. Making couplings between vehicle and towed equipment requires moderate physical effort in that heavy chains, bars, hooks, etc., must be lifted and properly secured. Moderate physical effort is required in the occasional handling of objects weighing over 40 lbs. and in the frequent handling of objects weighing up to 40 lbs., while loading and unloading cargo.

WORKING CONDITIONS: Works outside and is occasionally exposed to bad weather conditions while loading and unloading vehicles. Drives in all types of weather and traffic.

Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Drug test results will be provided to the employing activity/command.

GENERAL EXPERIENCE: One year of experience that provided the knowledge and ability to perform the duties of operating a tractor trailer, semi-trailer or combination vehicle.

OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: One year of high school education may be substituted for 3 months of general experience up to a High School Diploma or GED for one year of general experience.

AND SPECIALIZED EXPERIENCE: Three years of experience operating a tractor trailer, semi-trailer or combination vehicle with a gross vehicle weight of more than 32,000 lbs. Possession of a valid state commercial driver's license (CDL) with an "A" endorsement and an "H" endorsement on CDL that permits the transport of hazardous materials (HazMat). The ability to meet Department of Transportation physical and medical requirements and pass a pre-employment drug screening.

PHYSICAL REQUIREMENTS: Physical effort required to turn large and heavy vehicles, and to operate additional controls and two braking systems, make couplings between vehicle and towed equipment using heavy chains, bars, hooks, etc., and handling objects weighing up to 40 pounds while loading and unloading cargo.
