Job summary

Northwest Human Services in Salem, OR is seeking a Mobile Medical Unit Manager to lead our Mobile Health Program and expand access to high-quality, patient-centered care throughout Marion and Polk counties.

As a working manager, you will oversee daily operations of the Mobile Medical Unit and Street Outreach, build partnerships with community organizations, and balance strategic planning with hands-on leadership to improve access and outcomes.

Qualifications

• Bachelor's degree required or equivalent combination of education and experience.
• 3+ years of leadership or supervisory experience in healthcare, public health, or social services.
• Experience managing operations, programs, or multidisciplinary teams.
• Demonstrated ability to build collaborative relationships with community partners, vendors, providers, and internal stakeholders.
• Experience using operational data, quality metrics, and performance indicators to improve outcomes.
• Knowledge of healthcare regulations, reimbursement, documentation, billing practices, and grant compliance.
• Valid Oregon driver's license (or ability to obtain one) and ability to meet driving requirements.

Responsibilities

Position Status: Full-Time 1.0 FTE | Monday - Friday (May include flexing for weekend or evening events)

Northwest Human Services is seeking a collaborative, operationally focused Mobile Medical Unit Manager to lead our Mobile Health Program and help expand access to high-quality, patient-centered healthcare throughout Marion and Polk counties.

This is more than an operations management role. What You'll Do

Lead Mobile Healthcare Operations

• Oversee the day-to-day operations and operational readiness of the Mobile Medical Unit and Street Outreach Van.
• Coordinate mobile clinic schedules, staffing, routes, and service locations to ensure efficient and reliable care delivery.
• Ensure vehicles, equipment, supplies, vaccines, and technology are maintained and ready for service.
• Serve as an authorized Mobile Medical Unit driver as needed.

Build Community Partnerships

• Serve as the primary operational liaison with community organizations, service sites, and external partners.
• Develop and strengthen partnerships that expand access to healthcare throughout the communities we serve.
• Coordinate community outreach activities, health events, and Mobile Medical Unit appearances.
• Support marketing initiatives and communication efforts that promote mobile healthcare services.

Support High-Quality Patient Care

• Collaborate with providers, behavioral health, nursing, IT, quality, finance, billing, and support teams to ensure seamless patient care.
• Optimize patient access, continuity of care, documentation, and operational workflows.
• Support accurate billing, grant reporting, and quality improvement initiatives.
• Identify opportunities to improve efficiency, patient outcomes, and operational performance through data-driven decision-making.

Lead and Develop Your Team

• Coordinate staffing schedules and support team members working in mobile healthcare operations.
• Foster a collaborative culture built on accountability, inclusion, continuous improvement, and excellent customer service.
• Coach, mentor, and develop employees while supporting professional growth and organizational success.
• Partner with Human Resources to support employee engagement, performance management, and workforce development.

Ensure Operational Excellence

• Maintain compliance with federal, state, grant, payer, accreditation, and organizational requirements.
• Develop and improve workflows, policies, and standardized operational practices.
• Monitor operational performance, resource utilization, quality metrics, and program effectiveness.
• Partner with organizational leadership to support strategic growth and long-term sustainability of the Mobile Health Program.

What You'll Bring

Required Qualifications

• Bachelor's degree in Healthcare Administration, Public Health, Business Administration, Nursing, Social Services, or a related field; or an equivalent combination of education and progressively responsible experience.
• Three (3) or more years of progressively responsible leadership or supervisory experience in healthcare, public health, community health, social services, or a related field.
• Experience managing operations, programs, or multidisciplinary teams.
• Demonstrated ability to build collaborative relationships with community partners, vendors, providers, and internal stakeholders.
• Experience using operational data, quality metrics, and performance indicators to improve outcomes.
• Knowledge of healthcare regulations, reimbursement, documentation, billing practices, and grant compliance.
• Valid Oregon driver's license (or ability to obtain one within an established timeframe) and ability to meet Northwest Human Services' driving requirements.

Preferred Qualifications

• Experience working in a Federally Qualified Health Center (FQHC), community health center, or other safety-net healthcare environment.
• Experience coordinating healthcare services for rural communities or underserved populations.
• Experience managing grant‑funded healthcare programs.
• Experience leading mobile health, outreach, or community-based healthcare initiatives.
