Job summary

Artemis Consulting, LLC seeks a Mid-Level Financial Management Analyst/Consultant to support the Department of the Navy and NAVWAR in Washington, D.C. This full-time, onsite role is based at the Washington Navy Yard, requiring 40 hours per week and travel<10%.

You will perform complex PPBE tasks, budgets, reconciliation, and financial reporting while advising clients on financial, operational, and programmatic matters. A relevant Navy/DoW background is preferred.

Qualifications

• Bachelor’s degree from an accredited institution.
• 3-7 years of Navy/DoW financial management or relevant federal consulting experience.
• Ability to obtain a SECRET government security clearance (TS/SCI may be required for select projects).

Responsibilities

• Enter, maintain and analyze financial data in government systems (e.g., Navy ERP, SP/SPS).
• Assist with budget formulation, cost tracking and variance analysis.
• Measure performance and evaluate program impacts on budget execution.
• Research financial and economic trends affecting funding and expenditures.
• Ensure compliance with policies governing budget formulation and maintenance.
• Coordinate multiple funding types with internal and external stakeholders.
• Prepare and present financial budgets reports and executive summaries.
• Develop COAs to address financial challenges.
• Interpret and apply financial management policies and strategic objectives.

Position Overview

We are seeking a Mid-Level Financial Management Analyst/Consultant to support the Department of the Navy and NAVWAR in Washington, D.C. This is a full-time, onsite position located at the Washington Navy Yard.

In this role, you will work alongside a team of consultants to deliver high-quality accounting and financial management support to government clients. The position requires a balance of independent execution and daily collaboration with cross-functional teams and stakeholders.

Key Focus Areas

• Supporting complex Planning, Programming, Budgeting and Execution (PPBE) and programmatic activities
• Developing and executing DoW budgets and annual financial spend plans
• Performing account analysis and reconciliation, variance analysis, financial tracking, reporting, budgeting and forecasting
• Advising clients on financial, operational and programmatic matters

Responsibilities

• Enter, maintain and analyze financial data in government systems (e.g., Navy ERP, Standard Procurement System and successor systems)
• Assist with budget formulation, cost tracking and variance analysis
• Measure organizational performance and evaluate program or policy impacts on budget execution
• Research financial and economic trends affecting funding and expenditures
• Ensure compliance with policies and procedures governing budget formulation and maintenance
• Manage multiple funding types and coordinate with internal and external stakeholders
• Prepare and present financial budgets reports analyses and executive-level summaries
• Develop recommendations and courses of action (COAs) to address financial challenges
• Interpret and apply financial management policies regulations and strategic objectives

Qualifications

• Bachelor’s degree from an accredited institution

• Strongly preferred: Department of the Navy experience, including accounting finance consulting NAVWAR financial systems and PPBE processes
• Ability to obtain a SECRET government security clearance (TS/SCI may be required for select projects)
