Job summary

Jobtailor seeks a qualified professional to lead Medicaid program evaluations in collaboration with CMS. You will design studies, collect and analyze data, and translate findings into actionable policy recommendations.

The role requires strong communication skills and the ability to manage multiple complex projects in a fast-paced environment, with a focus on delivering data-driven insights for 1115 waiver programs.

Qualifications

• Master’s degree or higher in a relevant field.
• 3–5+ years of experience evaluating Medicaid programs.
• Knowledge of Medicaid policies, regulations, and program operations.
• Expertise in research design, data collection, and statistical analysis (SAS preferred).
• Strong written, verbal, and interpersonal communication skills.
• Ability to manage multiple priorities across large, complex projects in a fast-paced environment.
• Attention to detail, organization, and time management.
• Demonstrated ability to collaborate effectively and build relationships across teams and leadership.

Responsibilities

• Lead, design, and conduct research studies to evaluate the effectiveness of Medicaid programs.
• Collaborate with CMS to develop evaluation designs for Medicaid demonstrations.
• Obtain and analyze data related to implementation, outcomes, and impacts of Medicaid programs.
• Investigate and document factors affecting implementation of program policies.
• Utilize CMS tools to prepare comprehensive evaluation reports.
• Provide technical assistance and support to states throughout the evaluation process.
• Collect, analyze, and interpret quantitative and qualitative data from various sources.
• Develop data-driven reports and presentations on 1115 waiver performance.
• Offer strategic recommendations for improving 1115 waiver and other program designs.
• Collaborate with stakeholders to gather feedback on program recommendations.
• Manage the quality and timeliness of client deliverables.
