Progress Software Corporation is seeking a Lead Architect / Technical Delivery Lead to drive the NJ Medicaid data platform modernization. You will serve as the senior technical authority, guiding data integration, analytics, and healthcare modernization initiatives in a cloud-based MarkLogic environment.

The role requires 10+ years in enterprise data platforms and 5+ years with MarkLogic, plus strong leadership and customer-facing skills.

Qualifications

• 10+ years leading enterprise data platform implementations.
• 5+ years of hands-on MarkLogic architecture and development experience.
• Experience with Data Hub, metadata modeling, entity services, and semantic technologies.
• Proven experience designing cloud-native, highly available, and secure enterprise systems.
• Strong expertise in Data integration and ETL/ELT architectures, REST APIs, and service-oriented architectures.
• Experience leading distributed technical teams and interacting with executive stakeholders.

Responsibilities

• Lead overall architecture, design, and delivery of the NJ Medicaid data platform.
• Define and implement enterprise data models, canonical healthcare data structures, and integration patterns.
• Lead installation, configuration, and optimization of MarkLogic, Data Hub Framework, and supporting platform components.
• Design and oversee implementation of security, auditing, encryption, high availability, backup, and disaster recovery capabilities.
• Direct development teams building: Data ingestion/transformation pipelines, Entity mastering, CDC services, EMF capabilities, UIs and reporting.
• Provide technical leadership for system integration, testing, performance tuning, and production readiness.
• Support ATO activities, security reviews, and remediation efforts.
• Develop operational procedures, monitoring strategies, and support models for production environments.
• Provide customer-facing leadership, status reporting, risk management, resource planning, and executive communications.
• Mentor customer and project team personnel through knowledge transfer and best practices.
