Qualifications

  • Associate's degree in Digital Media, Communications, Marketing, or a related field.

  • Coursework or training in communications, digital media, marketing or related fields is desirable.

Responsibilities

  • Creates and posts approved content for City social media platforms, website pages, local cable channels, YouTube, and other digital tools.
  • Attends City events to capture photographs and video for communications and promotions.
  • Performs basic photo/video editing, resizing images, preparing clips, captions, and organizing media files.
  • Produces basic graphics, flyers, and social media posts using templates and branding.
  • Maintains content flow for City communication platforms and assists with media room and livestream needs.
  • Uploads and organizes video content for YouTube, local cable channel, Cablecast, and City platforms.
  • Performs routine website updates with announcements, flyers, meeting information, and links.
  • Monitors social media activity and routes questions to appropriate staff.
  • Tracks basic analytics for social media and website performance.
  • Coordinates with City departments to gather information, photos, event details, and updates.

Job description

This is an internal promotional opportunity only. Must be a current employee of the City of Barstow.

Under general supervision, the Media Specialist supports the City’s communications and media efforts by assisting with the creation, coordination, scheduling, and posting of digital content for City platforms. This position assists with photography, videography, social media, local cable channel, and website content to help promote City programs, services, meetings, events, and public information.

The following list of functions, duties, and tasks is typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices.

  • Creates and posting approved content for City social media platforms, website pages, local cable channel, YouTube, and other digital communication tools.
  • Attends City events, meetings, programs, and activities to capture photographs and video for use in City communications and promotional materials.
  • Conducts basic photo and video editing, including resizing images, preparing clips, adding captions, and organizing media files.
  • Creates basic graphics, flyers, social media posts, and other visual materials using approved templates and brand guidelines.
  • Assists with scheduling and maintaining a consistent flow of content for City communication platforms.
  • Supports City Council meetings, commission meetings, and other public meetings by assisting with media room, chamber dais, audio/visual, recording, or livestream-related needs as directed.
  • Uploads and organizes approved video content for YouTube, the local cable channel, Cablecast, and other City platforms.
  • Conducts routine website updates, including posting approved announcements, flyers, meeting information, links, and other public-facing content.
  • Monitors City social media platforms for routine activity and routes questions, comments, or concerns to the appropriate staff member or department.
  • Tracks basic social media and website performance data, including views, reach, engagement, and other available analytics.
  • Coordinates with City departments to gather accurate information, photos, event details, and updates for public communication materials.
  • Maintains organized digital files, including photos, videos, graphics, logos, templates, and other media assets.
  • Ensures content follows City branding, accessibility standards, public communication guidelines, and approved messaging.
  • Provides general administrative and clerical support related to communications, media, and public information projects.

EDUCATION AND EXPERIENCE:
  • Associate's degree in Digital Media, Communications, Marketing, or a related field,
  • Three (3) years of experience in social media, digital content, graphic design, photography, videography, website updates, marketing, public information, administrative support, or a closely related field.
  • Coursework or training in communications, digital media, marketing, graphic design, journalism, public relations, or a related field is desirable or, an equivalent combination of education and experience that would provide the required knowledge, abilities, and skills is qualifying.
LICENSE(S) REQUIRED:

  • Valid state-issued Driver’s License and a good driving record.
  • This position works primarily in an indoor office environment and in public meeting and event settings.
  • Work may require occasional evening, weekend, or off-site assignments to support City meetings, programs, and events.
  • Positions in this class typically require: reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing, and repetitive motions with or without reasonable accommodation.
  • Work may involve sitting or standing for extended periods of time while operating a computer, camera, phone, or audio/visual equipment.
  • May be required to carry, move, or set up media, camera, or event-related equipment.
  • Light to Medium Work: Exerting up to 25 pounds of force frequently and/or up to 50 pounds of force occasionally to move objects.
