Job summary

PCL Industrial Services is seeking a seasoned Mechanical Construction Manager to lead field operations on large, complex industrial projects in the Phoenix area. The role focuses on safe, on-schedule, on-budget delivery of mechanical scopes including piping, equipment and modular installations, working alongside civil, electrical, I&C, and commissioning teams.

PCL Industrial Services is seeking a seasoned Construction Manager with a mechanical execution focus to lead field operations on large, complex industrial projects across our active portfolio, including mission critical / data center facilities, power generation and energy transition projects, mining and mineral processing, petrochemical and refining, industrial gases, and water/wastewater treatment. The successful candidate will be accountable for the safe, on-schedule, on-budget, and high-quality delivery of mechanical scopes (process piping, large-bore/small-bore, structural, mechanical, rotating and stationary equipment, HVAC, pre-fabricated modules, tie-ins, hydro/pneumatic testing, and mechanical completion / turnover packages), while integrating seamlessly with civil, structural, electrical, I&C, and commissioning teams.

Responsibilities
  • Champion and role-model PCL's HSE culture on industrial sites with elevated hazard profiles (energized systems, hot work, confined space, hazardous process fluids, high-pressure gases, heavy lifts, working at height). Participate in the district safety committee and influence corporate safety policy, JHA/JSA quality, and incident learnings.
  • Provide field leadership for one very large or several concurrent industrial projects. Accountable for safety, budget, quality, schedule, productivity, and profitability performance across all self-perform and subcontracted mechanical scopes.
  • Direct execution of process and utility piping, equipment setting and alignment (pumps, compressors, turbines, boilers, heat exchangers, vessels, cooling towers, chillers, air handlers), modular/skid installation, and mechanical completion / walk-down / punch-list / turnover to commissioning.
  • Attend design management meetings led by the prime consultant/EPC. Drive constructability reviews for piping routing, equipment access, laydown, module sequencing, tie-in windows, and shutdown/turnaround planning. Escalate design issues that impact cost, schedule, or safety.
  • Provide leadership to PCL's self-perform mechanical workforce (pipefitters, welders, millwrights, heavy-lift operators, riggers, ironworkers where applicable) and oversee project quality programs and standards, WPS/PQR compliance, NDE, and QA/QC coordination with third-party inspection
  • Contribute to core pursuit and preconstruction teams — supporting estimates, execution plans, logistics plans, manpower curves, and client presentations for mission critical, power, mining, petrochem, industrial gases, and renewables opportunities.
  • Monitor design deliverables, long-lead procurement (mechanical equipment, valves, specialty piping, fabrication packages), shop drawings, off-site modular production, and field installation to protect critical path.
  • Supervise, direct, train, and mentor superintendents, general foremen, mechanical field engineers, and QA/QC personnel across single or multiple sites; build bench strength for the district's growing industrial pipeline.
  • Manage project org structures including joint ventures, integrated project delivery, and EPC/EPCM partnerships with owners, engineers, and specialty subcontractors.
  • Understand, communicate, and proactively administer prime contracts, subcontracts, and purchase orders. Oversee and negotiate change orders, claims, and disputes with owners and trade contractors in partnership with the site team.
  • Serve as a senior field-facing representative to industrial owners, EPC firms, and prime consultants; communicate PCL's needs, requirements, and risk positions clearly and professionally.
Qualifications
  • Post-secondary education or training in mechanical and/or industrial engineering, construction management, or a related discipline.
  • 15+ years of progressive industrial construction experience, with a demonstrated track record leading mechanical scopes on large, complex projects. Multiple contract delivery types (Lump Sum, GMP, Cost-Plus, EPC, EPCM, IPD, Progressive Design-Build) preferred.
  • Direct experience on one or more of the following: mission critical / data centers, gas- or renewable-fired power generation, mining and mineral processing, oil & gas / petrochemical / refining, industrial gases (air separation, hydrogen, LNG), water/wastewater, or heavy industrial manufacturing.
  • Strong working knowledge of ASME B31.1 / B31.3 piping codes, ASME Section IX welding, API standards, NBIC, and applicable AWS and ANSI standards; familiarity with mechanical completion systems and turnover to commissioning.
  • 12–24 months of estimating, preconstruction, or work-package planning experience preferred.
  • Expert knowledge and application of safety and environmental principles, procedures, and legislation on industrial and operating-plant sites (including OSHA 1910/1926, PSM-covered facilities, and owner-controlled insurance programs).
  • In-depth knowledge of industrial construction methods including modularization, heavy lifts and rigging plans, large-bore pipe fabrication and installation, equipment setting, hydrotesting, and pre-commissioning activities.
  • Experience with diverse project types, delivery methods, and sequencing/timelines, including greenfield, brownfield tie-ins, turnarounds, and phased handovers.
  • Expert knowledge of applicable construction laws, building codes, and jurisdictional trade agreements; understanding of union and open-shop labor environments across the western U.S.
  • Thorough understanding of insurance, bonding, surety, and legal requirements typical to industrial delivery.
  • Demonstrated experience leading effective project meetings with owners, EPCs, consultants, and internal teams; strong presentation skills for client meetings and project pursuits.
  • Ability to generate, review, and administer complex subcontracts and purchase orders — particularly for mechanical fabrication, equipment supply, insulation, painting, scaffolding, and specialty services — ensuring risks are mitigated and opportunities captured.
  • Willingness to travel to and/or relocate near active project sites across PCL Industrial's geographic footprint.
