JOB SUMMARY

The Master Electrician is responsible for overseeing, installing, maintaining, and troubleshooting electrical systems supporting Intelligent Transportation Systems (ITS) infrastructure. This role ensures compliance with applicable electrical codes and transportation specifications while leading field crews in the deployment and maintenance of ITS devices such as traffic signals, CCTV, Dynamic Message Signs (DMS), roadway lighting, and communication systems.

The Master Electrician serves as the technical authority for electrical work and ensures safe, efficient, and compliant execution of all field activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Electrical Licensing & Regulatory Compliance

• Serve as the Responsible Master Electrician and Electrical Qualifier for SICE in the State of Texas, maintaining all licenses and registrations required for the company to legally perform electrical work.
• Ensure compliance with all applicable Texas Department of Licensing and Regulation (TDLR) requirements and electrical contractor licensing regulations.
• Maintain active Master Electrician credentials and support company registration, renewals, audits, and regulatory inspections.
• Evaluate licensing requirements and, when needed, obtain additional electrical licenses or certifications to support company operations in other states.
• Serve as the primary company representative for electrical licensing matters with regulatory authorities and clients.

Leadership & Supervision

• Provide overall technical oversight and supervision of electrical activities performed by company employees, subcontractors, and field crews.
• Supervise lower tier electricians, technicians, and subcontractors performing electrical field work.
• Lead installation, maintenance, and repair of ITS electrical systems including but not limited to: Traffic signals and controllers, CCTV systems, Dynamic Message Signs (DMS), Roadway lighting and high mast systems, Power service installations and backup power systems
• Oversee grounding, bonding, surge protection, and power distribution systems.
• Provide training and technical guidance on electrical systems.
• Review and approve electrical installation methods, work practices, and field execution plans.
• Support workforce planning and scheduling of crews across projects.
• Diagnose and resolve electrical and system failures in ITS field devices.
• Conduct inspections and preventive maintenance on infrastructure and equipment.
• Ensure all electrical work complies with the National Electrical Code (NEC) and state DOT standards.

SAFETY EXPECTATIONS

• Serve as technical authority for electrical work. Authorized to stop work immediately if a Hazard detected.
• Strict adherence to: NFPA 70 (NEC) |NFPA 70E (Electrical Safety in the Workplace) | OSHA electrical safety standards
• Use of appropriate arc-rated PPE, including: Flame-resistant (FR) clothing, Voltage-rated gloves, Face shields and arc flash protection
• Perform lockout/tagout (LOTO) procedures before servicing equipment
• Verify absence of voltage using approved testing methods
• Conduct job hazard analyses (JHA) and participate in daily safety briefings
• Promote a company-wide electrical safety culture through training, mentoring, and compliance monitoring.
• Verify that all electrical personnel maintain required training, certifications, and qualifications for assigned work.

WORKING CONDITIONS AND PHYSICAL EFFORTS

• Electrical Exposure: This position is classified as high-risk for electrical exposure, requiring advanced knowledge, licensing, and strict adherence to safety procedures to prevent serious injury or fatality.
• Outdoor Exposure: Work primarily outdoors, subject to varying weather conditions, including heat, rain, and humidity.
• Noise Levels: Frequent exposure to high noise levels from traffic and construction equipment.
• Work Sites: Environments may include roadways, construction zones, and areas with heavy vehicle traffic.
• Travel: Occasional travel to different job sites within the region; may require overnight stays.
• Lifting: Ability to lift and carry up to 50 pounds regularly; occasionally up to 75 pounds with assistance.
• Mobility: Frequent walking, standing, bending, kneeling, and crouching; ability to work in confined spaces and at heights.
• Climbing: Use of ladders and aerial lifts to access elevated work areas.
• Dexterity: Proficient use of hand tools and power equipment; ability to perform tasks requiring fine motor skills.
• Vision & Hearing: Adequate vision for reading schematics and performing detailed work; good hearing for communication in noisy environments.
• Personal Protective Equipment (PPE): Mandatory use of hard hats, high-visibility vests, safety glasses, gloves, hearing protection, and steel-toed boots.
• Safety Protocols: Adherence to OSHA standards, including Lockout/Tagout (LOTO) procedures and NFPA 70E Arc Flash safety guidelines.
• Training: Participation in regular safety meetings and completion of required safety certifications (e.g., OSHA 10-Hour).
• Emergency Response: Ability to respond promptly to emergency situations, including after-hours calls.

SKILLS AND EXPERIENCE

• Valid Texas Master Electrician License in good standing, with the ability to serve as SICE's Responsible Master Electrician and Electrical Qualifying Individual
• 7+ years of electrical experience (preferably in infrastructure, transportation, or heavy civil projects)
• 5+ years in a supervisory or lead role
• Strong knowledge of: NEC codes and electrical standards, Power distribution and control systems, ITS/traffic systems or similar field infrastructure
• Texas electrical licensing requirements and regulatory compliance
• Ability to read and interpret electrical drawings and plans
• OSHA 10/30
• IMSA Traffic Signal Technician (Level II or higher) preferred
• Fiber Optic Certification (FOA or equivalent) preferred

CONDITIONS OF EMPLOYMENT

• Valid Electrical License required.
• Must pass a pre-employment criminal background check.
• Must pass a pre-employment Drug and Alcohol Test
• Must demonstrate eligibility to work in U.S.
• Possession of a valid driver's license is a requirement for this job, CDL Preferred.
