The Marketing Manager develops, implements, and evaluates the annual marketing and promotion plans for the Church Street Marketplace (CSM) District and for businesses citywide through the Love Burlington (LB) platform. The Marketing Manager also provides marketing management for other projects from the Community and Economic Development Office. The plan is a significant component of the organization's overall strategic direction, developed in collaboration with business owners, the Church Street Marketplace Commission, and the City’s overall economic development goals. The Marketing Manager is an ambassador of the CSM and Love Burlington brands and steward of these strategies that build awareness of, reinforce, and strengthen the goals of, the City of Burlington’s Community & Economic Development Office.

- Develop, implement, and evaluate marketing and promotion plans supporting commercial activity and destination marketing across Burlington, including neighborhood districts, events, and businesses.
- Manage marketing and promotion plans for departmental initiatives such as Micro-Business Alliance, workforce development projects, business grants, and the revolving loan fund.
- Provide insight into consumer behavior and marketing best practices.
- Leverage public relations and communications opportunities to advance the mission, awareness, and community outreach for CSM and the small businesses citywide.
- Manage and uphold CSM and LB brand standards while strengthening overall brand identity and awareness to promote and support economic activity with the City of Burlington.
- Design digital and print materials for events, promotions, and communications including but not limited to banners, posters, counter cards, social media assets, print advertisements, etc. As well as oversee and manage external designers when projects require outsourcing.
- Manage and curate photography and digital asset libraries, coordinating with creative partners to maintain high-quality, updated visuals
- Lead copywriting for CSM, LB, and departmental projects
- Supervise the Marketing Coordinator and effectively communicate the department’s goals and vision.
- Oversee all marketing and social media content that is produced and distributed by the department.
- Build and foster relationships with designers, photographers, and other necessary consultants for marketing efforts.
- Build and foster relationships with the local business community to understand their needs and provide the best service and support possible.
- Build and foster relationships with local and state community organizations with shared missions to strengthen the City’s involvement with the community and support aligned initiatives outside of the City’s scope.
- Propose, manage, and oversee CSM and LB’s advertising and marketing budgets, including but not limited to print, digital, and radio.
- Process payments and invoices for vendors, contractors, and partner companies as part of marketing and event-related budgeting.
- Build and foster major media promotional relationships with top market venues, including but not limited to local print, radio, and TV entities.
- Plan, develop, and implement comprehensive paid media strategies to increase brand visibility and recognition, and drive fan growth and leads via paid Facebook and Instagram campaigns for both CSM and LB.
- Support the Director of the Church Street Marketplace in developing and managing corporate and media sponsorship programs—building relationships, creating long-term strategies, and securing support for events and programs across both brands.
- Organize and lead all market research, including annual customer service survey, annual sales and marketing survey, hospitality survey, annual downtown census.
- Manage the development, distribution, and maintenance of all print and electronic collateral including, but not limited to, newsletters, brochures, annual reports, e-newsletters, blogs, photography, social media, event materials, and websites for both the CSM and LB.
- Manage the development, distribution, and maintenance of business outreach, including email updates and printed materials, while maintain accurate and up-to-date business contact lists to ensure effective communication. Ensure marketing materials and digital content meet accessibility and inclusive communication standards, including ADA-compliant design, clear language, and equitable representation across platforms.
- Lead and execute regular website updates for both Church Street Marketplace and Love Burlington, strategically planning event-driven content, seasonal refreshes, and updates to high-traffic pages.
- Lead social media strategy and execution across platforms, planning content calendars and publishing Timely (event calendar), consistent posts highlighting events, stories, and articles for both brands.
- Manage and oversee social media management, content calendar, and other marketing software tools, including billing and invoice tracking, onboarding platform updates, and evaluating performance to ensure effective use and value.
- Manage both business databases for CSM and LB ensuring all business information for businesses citywide is accurate.
- Supervise all temporary employees and College interns to fulfill CSM and LB activities as they relate to marketing, promotion, and community engagement.
- Analyze the effectiveness of marketing and advertising for all programs, including but not limited to events, markets, and festivals.
- Track and report analytical data as it pertains to shopping, dining, and visitation, and adapt marketing strategies and programs based on results.
- Establish, track, and report on key marketing performance indicators (KPIs), providing regular insights and recommendations to leadership to inform strategy, improve outcomes, and support data-driven decision making (including website traffic, email performance, social engagement, paid media results, and campaign reach).
- Monitor social media trends and incorporate relevant tactics to enhance audience engagement and overall customer experience.
- Respond to all comments, messages, and replies in a timely and respectful manner.
- Maintain and update all media and marketing lists.
- Collaborate with other City departments to support marketing efforts, share information, and strengthen communication strategies for initiatives that align or complement CSM or LB priorities.
- Lead or support time-sensitive and high-impact communications, including urgent updates, weather-related messaging, public safety coordination, and citywide announcements, in collaboration with internal departments as needed.
- Work closely with the Project and Events Manager to plan and execute events for CSM and LB, including but not limited to the annual Winter Market and the Church Street Holiday event series.
- Serve as an as-needed marketing resource for CEDO divisions, offering guidance, creative support, or communication recommendations when projects intersect with CSM, LB, or broader economic development goals.
- Ability to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.

- Bachelor’s Degree in Marketing or related degree and three (3) years’ experience in communications, marketing, and/or public relations required. Additional experience may be substituted for a degree requirement on a two-for-one year basis.
- Knowledge of business improvement districts and retail sales preferred. Strong understanding of design as it relates to marketing and communication
