Job summary

CACI is seeking a Maritime Regulatory Compliance Lead to serve as the senior regulatory SME ensuring contractor maritime operations comply with USCG, DoD, IMO, SOLAS, and host nation requirements across the Indo-Pacific.

You will support maritime logistics, port operations, vessel management, deployment and distribution services, and expeditionary sustainment, coordinating with SOCPAC, MSC, and mission partners to integrate regulatory compliance into planning and execution.

Qualifications

The Opportunity:

CACI is seeking an experienced Maritime Regulatory Compliance Lead to serve as CACI's senior maritime regulatory compliance subject matter expert responsible for ensuring contractor-operated and contractor-supported maritime operations comply with applicable United States Coast Guard (USCG), Department of Defense (DoD), International Maritime Organization (IMO), International Convention for the Safety of Life at Sea (SOLAS), host nation, and Combatant Command regulatory requirements throughout the Indo-Pacific theater. The Maritime Regulatory Compliance Lead provides technical expertise supporting maritime logistics operations, port operations, vessel management, deployment and distribution services, logistics platform solutions, Joint Theater Distribution Center (JTDC) operations, and expeditionary maritime sustainment. The position ensures maritime operations are conducted safely, legally, and in accordance with applicable regulatory, contractual, and operational standards supporting SOCPAC mission requirements. Working closely with SOCPAC, Service Components, Military Sealift Command (MSC), commercial maritime providers, host nation port authorities, and mission partners, the Maritime Regulatory Compliance Lead evaluates maritime compliance requirements supporting commercial vessels, contractor-operated vessels, barges, landing craft, workboats, and other maritime logistics platforms operating in permissive, contested, and denied environments. The Maritime Regulatory Compliance Lead supports multiple Task Delivery Orders by providing technical oversight during maritime operational planning, port assessments, vessel integration, contractor oversight, logistics planning, and contingency operations. The position ensures maritime regulatory requirements are incorporated throughout planning, execution, sustainment, and continuous operational improvement.

Responsibilities:

Maritime Regulatory Compliance

• Serve as the senior maritime regulatory compliance advisor supporting maritime operations.
• Ensure compliance with USCG, IMO, SOLAS, DoD, Combatant Command, and host nation maritime regulations.
• Interpret maritime regulations, policies, and contractual requirements supporting operational execution.
• Monitor maritime compliance across multiple operational sites, ports, and logistics nodes throughout the Indo-Pacific.
• Recommend corrective actions to resolve regulatory deficiencies and operational compliance risks.

Maritime Operations Support

• Support maritime logistics operations, deployment and distribution services, and theater sustainment activities.
• Provide regulatory guidance supporting contractor-operated vessels, commercial shipping, and Government maritime support operations.
• Support movement of cargo, equipment, fuel, and personnel utilizing maritime transportation assets.
• Coordinate compliance requirements supporting coastal, littoral, and offshore logistics operations.
• Evaluate operational concepts to ensure maritime regulatory compliance throughout mission execution.

Port Operations & Maritime Infrastructure

• Support operational assessments of commercial ports, military ports, logistics hubs, and expeditionary maritime facilities.
• Evaluate port capabilities supporting cargo operations, vessel movements, and sustainment activities.
• Coordinate maritime compliance considerations during port activation, expansion, and contingency operations.
• Support planning for temporary maritime logistics nodes and expeditionary port operations.
• Assess maritime infrastructure supporting contractor and Government maritime operations.

Vessel Compliance & Oversight

• Review contractor vessel operations, certifications, inspections, and documentation.
• Verify vessel compliance with applicable safety, environmental, and operational requirements.
• Evaluate subcontractor maritime capabilities supporting logistics missions.
• Support vessel readiness assessments and operational certification activities.
• Coordinate corrective actions supporting continued regulatory compliance.

Operational Planning & Mission Integration

• Support maritime planning activities for OPLANs, CONPLANs, Theater Campaign Plans, exercises, and contingency operations.
• Coordinate maritime regulatory requirements with SOCPAC, Service Components, Military Sealift Command, coalition partners, and host nation maritime authorities.
• Participate in mission planning supporting logistics, humanitarian assistance, crisis response, and operational experimentation.
• Support integration of commercial maritime capabilities into distributed logistics networks.
• Advise leadership regarding maritime regulatory impacts on operational planning and execution.

Documentation & Regulatory Coordination

• Develop maritime compliance procedures, technical guidance, and standard operating procedures.
• Prepare regulatory assessments, technical reports, and executive briefings supporting Government leadership.
• Coordinate with maritime regulatory agencies, port authorities, and inspection organizations.
• Maintain maritime compliance records supporting contractual and regulatory requirements.
• Monitor changes in maritime regulations and recommend program updates.

Training & Continuous Improvement

• Provide maritime regulatory compliance training and technical guidance to program personnel.
• Support internal compliance reviews, audits, and quality assurance activities.
• Monitor industry best practices affecting maritime logistics operations.
• Promote continuous improvement initiatives supporting regulatory compliance and operational readiness.
• Recommend innovative approaches that improve maritime operational efficiency while maintaining regulatory compliance.

Qualifications:

Required:

• Active TS clearance with SCI eligibility
• Bachelor's Degree in Marine Transportation, Marine Engineering, Naval Architecture, Maritime Operations, Logistics, Engineering, Business Administration, or a related discipline.
• Relevant military maritime or Government maritime regulatory experience may be substituted for formal education requirements.
• Minimum 8 years supporting maritime operations, maritime regulatory compliance, port operations, vessel management, or maritime logistics.
• Minimum 5 years supporting DoD, Federal, Military Sealift Command, U.S. Coast Guard, commercial maritime, or Government maritime organizations.
• Experience supporting contractor-operated maritime services or Government maritime programs.
• Experience interpreting USCG regulations, IMO conventions, SOLAS requirements, and host nation maritime regulations.
• Experience supporting maritime logistics, deployment and distribution, port operations, or expeditionary maritime operations.
• Experience conducting maritime compliance inspections, audits, and operational assessments.
• Demonstrated ability to prepare technical reports and brief senior Government and military leadership.
• Experience supporting geographically dispersed maritime operations.

Desired:

• Master's Degree in Maritime Operations, Marine Engineering, Naval Architecture, Logistics, Business Administration, National Security Studies, or a related discipline.
• U.S. Coast Guard Merchant Mariner Credential (MMC), Standards of Training, Certification and Watchkeeping (STCW) endorsement, Marine Surveyor certification, or equivalent military maritime qualifications.
• Certified Port Executive (CPE), Certified Marine Manager (CMM), Project Management Professional (PMP), or equivalent professional certification.
• Experience supporting SOCPAC, USSOCOM, INDOPACOM, Military Sealift Command, USARPAC, PACFLEET, MARFORPAC, or Geographic Combatant Commands.
• Experience supporting Joint Logistics Over-the-Shore (JLOTS), expeditionary port operations, offshore logistics, or distributed maritime operations.
• Familiarity with IMO conventions, SOLAS, International Ship and Port Facility Security (ISPS) Code, U.S. Coast Guard Navigation and Vessel Inspection Circulars (NVICs), DoD transportation regulations, and applicable host nation maritime requirements.
• Experience utilizing maritime logistics management systems, port management systems, GIS, Microsoft 365, SharePoint, Power BI, or maritime operations software.
