Qualifications

About This Role

The Manufacturing Program Analyst is a key member of the Manufacturing team, responsible for the planning, coordination, and performance tracking of all Manufacturing scope on manufacturing efforts that are subject to abiding by a full Earned Value Management System (EVMS).

This position is well-suited for an early-career professional with strong organizational and communication skills who is eager to develop expertise in program management and earned value on a complex DoD program. The ideal candidate has a strong analytical aptitude with an interest in financial performance, manufacturing operations & project controls. The candidate must also possess a desire to develop expertise in EVM, cost forecasting, schedule performance, and program execution. The Manufacturing Program Analyst works in close partnership with dedicated Finance Analysts (FAs) who perform cost calculations and generate metrics; the analyst's role is to interpret those results, understand their operational implications, and drive informed decisions across the Manufacturing team. The analyst also collaborates with Manufacturing Operations to develop Estimates to Complete (ETCs) and Bases of Estimate (BOEs), and serves as the Manufacturing representative to the program's risk management process.

This is a great entry level position to learn how advanced manufacturing operations measure cost and performance, and is typically used as a gateway to further advance throughout project management, finance and operations roles. In this role you will develop expertise in EVM, cost & schedule forecasting, manufacturing operations, financial planning & analysis, program execution within the defense industry, executive-level reporting and cross functional leadership.

Responsibilities
Control Account Management
  • Serve as the accountable manager for all assigned Manufacturing Control Accounts (CAs), coordinating with Manufacturing Project Managers to ensure the work scope, budget, and schedule are maintained in accordance with the program's requirements.
  • Develop and maintain time-phased budgets and schedules for manufacturing labor and material scope, in alignment with the Integrated Master Schedule (IMS) and Work Breakdown Structure (WBS).
  • Authorize work to the Manufacturing organization through Work Packages and Planning Packages consistent with associated guidelines.
  • Review and interpret monthly metrics — including cost and schedule variances and performance indices; translate those results into clear, actionable insights for the Manufacturing and Program Management teams.
  • Identify the root cause of cost/schedule variation and develop Corrective Action Plans.
  • Review monthly program reporting data prepared by Finance Analysts prior to submission, ensuring Manufacturing scope is accurately and completely represented.
  • Coordinate with Finance Analysts and Program Schedulers to process budget changes, ensuring scope changes are captured through Baseline Change Control procedures.
  • Understand contract incentive fee structure and how Manufacturing cost performance contributes to the program's execution.
Estimate to Complete (ETC) Development & Basis of Estimate (BOE)
  • Lead the development of Estimates to Complete (ETCs) for Manufacturing Control Accounts by engaging directly with Operations supervisors, production leads, and support personnel to capture current status and remaining work.
  • Author and maintain Bases of Estimate (BOEs) for manufacturing labor and material scope, documenting the methodology, assumptions, and risk considerations.
  • Coordinate with Finance Analysts to ensure ETCs are properly loaded and reconciled in the EVMS toolset.
  • Maintain ETCs and BOEs on a monthly basis and update them as significant changes in scope, schedule, or technical approach occur; support IBR and program review activities by clearly articulating the basis for Manufacturing estimates.
Material Management & Analysis
  • Manage the material budget within assigned Control Accounts, including purchased parts, raw materials, and customer-furnished equipment (CFE), ensuring the budget plan reflects the production schedule.
  • Conduct material analysis to identify critical materials based on cost, schedule sensitivity, and supply chain risk; establish a tiered approach to EV tracking that applies greater scrutiny to high-criticality items.
  • Collaborate with Supply Chain Management to monitor open purchase orders and incoming material status; provide timely updates to Finance Analysts.
  • Participate in material planning reviews, and ensure material phase plans are aligned with the manufacturing production schedule.
Risk Management
  • Serve as the Manufacturing representative to the program's formal Risk Management process, maintaining ownership of all manufacturing-related risks and opportunities within the Program Risk Register.
  • Identify and document manufacturing risks — such as supplier delays, production challenges, material shortages, or labor constraints — and work with the team to assess their likelihood and potential impact on cost and schedule.
  • Develop risk mitigation plans with defined actions, owners, and due dates; track and report progress at program risk reviews and Integrated Baseline Reviews (IBRs).
  • Support Government and internal program reviews.
Cross-Functional Coordination
  • Serve as a reliable point of contact between Manufacturing Operations, Finance/Business, Supply Chain, and Program Management; ensure information flows accurately across teams.
  • Participate in regular Program Management Reviews (PMRs), risk reviews, and other program-level forums as the Manufacturing representative.
  • Support DCMA EVMS surveillance activities and IBR preparation by providing clear documentation and explanation of Manufacturing scope, estimates, and risk.
Qualifications
Required Qualification
  • Bachelor's degree in Engineering, Business Administration, Operations Management, Accounting, Economics, Analytics, Supply Chain, or a related discipline; equivalent professional experience will be considered.
  • 0–4 years of professional experience; relevant internship, co-op, or project-based experience in a manufacturing, defense, or program management environment is considered.
  • Demonstrated ability to manage competing priorities, stay organized, and follow through on commitments in a structured team environment.
  • Strong written and verbal communication skills, with the ability to summarize technical and financial information clearly for a range of audiences.
  • Comfort working with data — reading reports, identifying trends, and asking informed questions — without necessarily being a financial analyst.
  • Collaborative work style with the ability to build effective relationships across functional teams.
  • U.S. citizenship required; ability to obtain a DoD Secret security clearance.
Preferred Qualifications
  • Familiarity with Earned Value Management (EVM) concepts, whether through coursework, self-study, or professional experience.
  • Exposure to DoD programs, defense contracting, or Government acquisition through internship, co-op, academic study, or prior employment.
  • Experience with project scheduling or planning tools (e.g., MS Project, Primavera P6, Smartsheet) or data analysis in Microsoft Excel.
  • Understanding of basic manufacturing, production planning, or supply chain processes.
  • Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or similar certification or coursework.
  • Active DoD Secret clearance.
