Council of State Governments Justice Center seeks a Managing Director of Research to lead a team of researchers and data scientists across a broad portfolio addressing justice system challenges. You will set priorities, guide analysis, and ensure high-quality deliverables for national, state, and local stakeholders.
The role requires advanced degrees and at least 8–10 years of research experience with supervision, strong data analysis (R preferred), and track records in policy translation.

The Research team supports work across the full span of the justice system, including pre-system contact and diversion, policing, courts, corrections, community supervision, and reentry. This work spans dozens of active projects at any given time: multi-year state engagements like the Justice Reinvestment Initiative, recidivism measurement and reporting efforts, data capacity-building initiatives with state corrections agencies, juvenile justice research, and original studies on topics ranging from charge degradation to prosecutorial discretion in probation. Each project blends technical data analysis with policy translation, stakeholder facilitation, and hands‑on collaboration with state and local partners. The Managing Director, Research will oversee a team of researchers and data scientists working across this full portfolio; setting priorities, resolving competing demands on staff time, ensuring consistent quality across deliverables, and conducting original research alongside the team.
Funding: This position is funded through June 2027 with the possibility of extension based on funding availability.
Location: NYC metro area preferred (hybrid); remote candidates will also be considered.
Compensation will be based on experience and geography. The salary range for this position is $121,700 - $180,000 Salary ranges are subject to change based on work location and market conditions.
Our organization offers flexibility in work arrangements, allowing for remote work or a hybrid model. Candidates residing in the NYC metropolitan area will be considered for hybrid model employment.
