Job summary

Culmen International LLC is seeking a senior executive leader to oversee the technical, operational, financial, and contractual performance on high-value, U.S. Government-funded engagements.

The role serves as Culmen’s principal institutional contact with the Department of State, accountable for meeting contract performance standards and coordinating with DOS officials, embassies, partners, and stakeholders.

Qualifications

  • At least 15 years managing large, complex U.S. Government-funded contracts.
  • Experience managing portfolios with cumulative value ≥ $100 million.
  • 7+ years in a senior executive leadership role (e.g., MD, Program Director).
  • Experience engaging senior U.S. Government officials.

Responsibilities

  • Lead the SMS implementation, operation, and oversight.
  • Ensure timely, compliant delivery of STTA, LTTA, embedded advisors, and advisory teams.
  • Provide financial stewardship and oversight of subcontractors and resources.
  • Establish enterprise risk management, internal controls, and corrective actions.
  • Ensure compliance with FAR, cost principles, and State Department policies.
  • Review performance, financial data, staffing, and risks for government reporting.
  • Coordinate with DOS leadership, embassies, hosts, and partners at the executive level.

About the Role

In this senior executive role, you will be responsible for the overall technical, operational, financial, and contractual performance. You will serve as Culmen’s principal institutional point of contact with the Department of State and be accountable for meeting all contract performance standards. The role requires executive judgment, disciplined contract oversight, and the ability to coordinate effectively with senior Department of State officials, Embassy leadership, partners, and other stakeholders.

What You’ll Do in Your New Role
  • Lead effective implementation, operation, and oversight of the Services Management System (SMS),
  • Ensure timely and compliant delivery of short-term technical assistance (STTA), long-term technical assistance (LTTA), embedded advisors, and advisory teams.
  • Provide financial stewardship and oversight of subcontractors, vendors, personnel mechanisms, and contract resources.
  • Establish and monitor enterprise risk-management practices, internal controls, quality controls, and corrective actions.
  • Ensure compliance with applicable U.S. Government acquisition regulations, Federal Acquisition Regulation requirements, cost principles, and Department of State policies.
  • Review performance information, financial data, staffing status, risks, and service-delivery results to support timely decisions and Government reporting.
  • Coordinate at the executive level with Department of State leadership, Embassies, host-country stakeholders, subcontractors, and other partners.
Required Qualifications
  • Bachelor’s degree in business administration, public administration, international affairs, management, or a related field; Master’s degree preferred.
  • At least 15 years of progressively responsible experience managing large, complex U.S. Government-funded contracts.
  • Demonstrated experience managing contracts or portfolios with a cumulative value of at least $100 million.
  • At least 7 years in a senior executive leadership role, such as Managing Director, Chief of Party, Program Director, Project Director, or equivalent.
  • Demonstrated experience overseeing global or multi-country professional services or contracted personnel mechanisms.
  • Strong working knowledge of the Federal Acquisition Regulation and applicable cost principles.
  • Demonstrated experience engaging senior U.S. Government officials.
  • Excellent written and oral communication skills in English.
