Job summary

Seattle City Light is seeking a Manager for Utility Asset Management & Geospatial Services to lead a multidisciplinary team supporting enterprise Asset Management, GIS, Construction Operations, and Field Service Management applications.

The role ensures 24x7 production readiness, system security, configuration, upgrades, and integrations, partnering across engineering, operations, and IT. Strong leadership and vendor management are essential for reliable, data-driven utility operations.

Responsibilities

  • Manage day-to-day operation, administration, maintenance, and support of enterprise Asset Management, GIS, Construction Operations, and Field Service Management applications.
  • Ensure production systems remain secure, available, reliable, and fully supported in a 24x7 environment.
  • Provide ownership for application availability, monitoring, capacity planning, and operational support.
  • Lead incident, problem, and root cause management.
  • Establish operational procedures, support standards, and service level objectives.
  • Coordinate technical troubleshooting with business users, infrastructure teams, and vendors.
  • Lead system configuration, workflow administration, security administration, and business rule management.
  • Coordinate releases, upgrades, patches, and production deployments.
  • Manage testing, change management, and post-implementation validation.
  • Ensure integrity, quality, and accuracy of enterprise GIS and asset information.

The Manager, Utility Asset Management & Geospatial Services is responsible for the day-to-day leadership, administration, technical and functional support, maintenance, enhancement, and continuous improvement of Seattle City Light's enterprise Asset Management, Geospatial Information Systems (GIS), Construction Operations, Mobile Workforce, and Field Service Management applications.

This position manages a multidisciplinary team responsible for maintaining highly available, secure, and reliable business applications that support engineering, construction, operations, maintenance, vegetation management, emergency response, customer service, and field crews across the utility.

The Manager is accountable for the complete application lifecycle including production support, functional administration, technical administration, system configuration, upgrades, patches, integrations, vendor coordination, issue resolution, performance optimization, and business relationship management.

The position works closely with Operations, Engineering, Transmission, Distribution, Generation, Vegetation Management, Project Delivery, Customer Operations, Seattle IT, and external vendors to ensure enterprise applications effectively support utility business processes and strategic objectives while maintaining high system availability and data quality.

Job Responsibilities
  • Manage day-to-day operation, administration, maintenance, and support of enterprise Asset Management, GIS, Construction Operations, and Field Service Management applications.
  • Ensure production systems remain secure, available, reliable, and fully supported in a 24x7 operational environment.
  • Provide ownership for application availability, monitoring, capacity planning, and operational support.
  • Lead incident, problem, and root cause management.
  • Establish operational procedures, support standards, and service level objectives.
  • Coordinate technical troubleshooting with business users, infrastructure teams, and vendors.
  • Provide technical and functional ownership of supported applications.
  • Lead system configuration, workflow administration, security administration, and business rule management.
  • Coordinate releases, upgrades, patches, and production deployments.
  • Manage testing, change management, and post-implementation validation.
  • Ensure integrity, quality, and accuracy of enterprise GIS and asset information.
  • Manage enterprise geodatabases, Utility Network, GIS editing workflows, version management, and data governance.
  • Serve as the primary technology partner for Engineering, Operations, Construction, Vegetation Management, Generation, Transmission, Distribution, Customer Operations, and Maintenance.
  • Translate business requirements into technical solutions and prioritize enhancements.
  • Manage integrations between GIS, Asset Management, Work Management, Mobile Workforce, OMS, ADMS, EMS, SCADA, AMI, ERP, Engineering, and Customer Information Systems.
  • Lead/Support application implementation projects, enhancements, testing, training, cutover, and deployment.
  • Manage software vendors, implementation partners, contracts, licensing, and SLAs.
  • Supervise analysts, developers, GIS professionals, administrators, and business analysts.
  • Conduct performance management, mentoring, and workforce development.
  • Develop and manage operating and capital budgets and annual maintenance plans.
  • Ensure compliance with City security standards, NERC CIP (where applicable), disaster recovery, business continuity, and audit requirements.
Qualifications

Required Qualifications: In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:

Experience:

  • Minimum of eight years supporting enterprise Asset Management, GIS, Construction Operations, Field Service applications, or related.
  • Minimum three years managing technical application support teams.
  • Experience supporting production enterprise applications including upgrades, integrations, and vendor management.

Education: Bachelor's degree in Computer Science, Information Technology, GIS, Engineering, Geography, or related field (or a combination of education and/or training and/or experience that provides an equivalent background required to perform the work of the class).

Desired Qualifications:

  • Master's degree preferred.
  • Experience supporting production enterprise applications including upgrades, integrations, and vendor management.
  • PMP certification.
  • Esri Technical Certification.
  • Oracle WAM/WACS, ArcGIS Enterprise, Utility Network, Mobile Workforce, and electric utility experience preferred.

Additional Information

The full salary range for this position is $61.90 to $92.84 per hour.

Job offers are contingent on the verification of credentials and other information required by the employment process, including the completion of a background check. The background check will involve a criminal history check, which includes conviction and arrest records in compliance with Seattle's Fair Chance Employment Ordinance, SMC 14.17 and the City of Seattle Personnel Rule 10.3.
