Job summary

Northrop Grumman in Maryland is seeking an Engineering Department Manager to lead C&IS Xetron/CCS programs, mentor technical leaders, and drive staffing, metrics, and cost/schedule discipline. This role requires active DoD Top Secret clearance and the ability to work onsite near Annapolis Junction or Cincinnati; travel up to 25% is expected.

  • Bachelor’s degree with 8 years of experience; Master’s with 6 years.
  • 8+ years in Cyber (Offensive or Defensive), Non-Kinetic, Cryptography, or related mission areas.
  • Leadership experience in SEIT/EPM, Chief Engineer, IPT, System Architect, or equivalent across multiple capture/program lifecycles.
  • Working knowledge of program execution, technical baseline management, staffing, engineering metrics and training resources.
  • Experience leading diverse technical teams across multiple locations.
  • Active DoD Top Secret clearance with ability to obtain/maintain an SCI.

Responsibilities

  • Lead C&IS Xetron/CCS program(s) and provide people leadership for technical leaders (CE, SEIT, EPM, IPT, Architects).
  • Ensure rigor in planning, baseline management, cost/schedule management, metrics, and issue resolution.
  • Develop technical leaders to drive business success.
  • Oversee administration for BEE organization including budgets, staffing, and workload forecasts.
  • Collaborate with business and other functional leaders on resourcing and meeting diverse demands.
  • Share best practices with discipline teams to accelerate Sector standards.
  • Travel up to 25%.

What You’ll Get To Do
  • Support C&IS Xetron/CCS OU’s as Engineering Department Manager by contributing to C&IS Xetron/CCS program(s)/captures(s) and providing people leadership for technical leaders in E100 roles (e.g. CE, SEIT, EPM, IPT, Architects) through talent development, mentoring/coaching, staffing planning, engagement, retention, and knowledge sharing.
  • Support E&S C&IS Xetron/CCS BEE Director by ensuring consistent rigor in planning, technical baseline & cost/schedule management, metrics management, and issue resolution as related to engineering execution.
  • Develop technical leaders (e.g. CE, SEIT, EPM, IPT, Architects) to ensure business success.
  • Oversee general administration for the CIS Xetron/CCS OU’s BEE organization, including managing indirect budgets, process improvements, staffing, workload forecasts, EWW.
  • Collaborate with business & other functional leaders on resourcing programs and meeting competing demands of a diverse business base.
  • Collaborate with discipline engineering team members to share best practices and accelerate implementation of Sector standards.
  • Travel up to 25% of the time.
Basic Qualifications
  • Bachelor’s degree in Science, Technology, Engineering, Mathematics, or related fields, with 8 years of experience; Master’s degree with 6 years of experience.
  • 8+ years of professional experience in Cyber (Offensive or Defensive), Non-Kinetic, Cryptography, or related mission areas.
  • Demonstrated technical leadership experience in SEIT/EPM, Chief Engineer, IPT, System Architect, or equivalent, role in multiple capture/program lifecycle phases.
  • Working knowledge of program execution, technical baseline management, staffing, engineering metrics and training resources, processes, and tools.
  • Experienced in leading diverse technical teams across multiple locations.
  • Experienced in engineering leadership processes and tailoring.
  • High proficiency in technical problem-solving, including root cause analysis and solution development.
  • Active DoD Top Secret clearance with the ability to obtain and maintain a SCI.
  • Ability to work onsite full-time at or near a location with significant NGMS C&IS Xetron/CCS presence (including but not limited to: Cincinnati OH, Annapolis Junction MD).
  • Demonstrated ability to lead with NG values and leadership behaviors.
Preferred Qualifications
  • Active DoD Top Secret/SCI Clearance.
  • Advanced knowledge and experience in Cyber (Offensive or Defensive), Non-Kinetic, Cryptography, or related mission areas.
  • Demonstrated experience in leveraging AI tools & processes to improve efficiencies, quality, or scaling.
  • Experience executing SAARRs, Independent Reviews, Non-Advocate Reviews.

Primary Level Salary Range: $175,400.00 - $263,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
