Job description

The Manager of Surgical Services provides operational and clinical leadership for Surgical Services, including perioperative services, sterile processing, and related procedural areas. This role is responsible for ensuring safe, efficient, patient-centered care delivery in accordance with organizational policies, accreditation standards, regulatory requirements, and evidence-based practice. The Manager serves as a working leader who supports direct patient care as needed, all in support of Western Wisconsin Health's mission and values.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Leadership and Strategic Planning

• Provides overall leadership and direction for Surgical Services, ensuring alignment with organizational mission, vision, values, strategic priorities, and operational goals.
• Develops and executes departmental strategic plans, goals, and initiatives that advance clinical quality, patient experience, operational excellence, workforce engagement, and financial performance.
• Promotes a culture of safety, accountability, collaboration, innovation, and continuous improvement.
• Serves as a visible and accessible leader who actively engages staff, providers, and interdisciplinary teams.

Clinical and Operational Excellence

• Oversees daily operations of Surgical Services to ensure safe, efficient, and effective patient care delivery.
• Maintains accountability for compliance with professional practice standards, evidence-based care, accreditation requirements, and regulatory standards.
• Monitors and improves key perioperative performance indicators, including first-case on-time starts, room turnover times, block utilization, procedure throughput, case delays and cancellations, patient satisfaction, and quality and safety outcomes.
• Collaborates with surgeons, anesthesia providers, and procedural teams to optimize operating room utilization and patient flow.
• Ensures appropriate staffing, scheduling, and resource allocation to meet patient care demands while maintaining productivity targets.

Workforce Development and Employee Engagement

• Recruits, develops, mentors, and retains high-performing staff and leaders.
• Provides coaching, performance feedback, and professional development opportunities that promote employee growth and succession planning.
• Oversees onboarding, orientation, competency validation, continuing education, and annual performance evaluations.
• Addresses employee relations matters in partnership with Human Resources using Just Culture principles.
• Fosters an environment of teamwork, accountability, respect, and professional excellence.

Quality, Safety, and Regulatory Compliance

• Leads quality improvement, patient safety, infection prevention, and performance improvement initiatives.
• Reviews quality metrics, patient outcomes, safety events, infection rates, and operational data to identify opportunities for improvement.
• Develops and implements action plans to improve outcomes and ensure compliance with organizational standards.
• Maintains ongoing readiness for regulatory surveys and accreditation reviews.
• Ensures compliance with CMS Conditions of Participation, Joint Commission standards (if applicable), AORN standards, OSHA requirements, infection prevention guidelines, and applicable federal and state regulations.

Financial and Resource Management

• Develops, manages, and monitors departmental operating and capital budgets.
• Identifies opportunities to improve efficiency, reduce waste, and enhance financial performance while maintaining quality care.
• Oversees supply chain management, equipment utilization, inventory control, and vendor relationships.
• Evaluates requests for new equipment, technology, and service enhancements through analysis of clinical, operational, and financial impact.

Physician and Interdisciplinary Collaboration

• Builds strong collaborative relationships with surgeons, anesthesia providers, procedural specialists, nursing leaders, and support departments.
• Partners with medical staff leadership to improve service delivery, patient outcomes, physician satisfaction, and operational effectiveness.
• Supports and coordinates Surgery Committee activities, physician engagement initiatives, and service line development opportunities.

Communication and Organizational Leadership

• Effectively communicates organizational initiatives, operational changes, performance expectations, and departmental goals.
• Participates in organizational committees, leadership councils, and strategic initiatives.
• Serves as a role model for professional behavior, ethical conduct, customer service, and organizational values.
• Maintains clinical competence and performs Registered Nurse responsibilities as needed to support patient care and departmental operations.
• Demonstrates cultural competence and provides leadership that supports equitable, respectful care for patients, families, providers, and staff from diverse backgrounds.
• Performs other duties as assigned.
