Job summary

Cemex US in Houston, TX is seeking a Manager Supply Chain Projects & Mechanical Maintenance to lead multiple high-value projects, maintain thorough records, and guide debottlenecking across terminals, plants, and loadouts. You will implement tools like SAP Maintenance and other automated systems while driving safety and performance at Cement plants.

The role requires a technical degree, 15+ years PM leadership, PMP certification, and strong cost and schedule management in a multi-site

Qualifications

  • Bachelor’s degree in mechanical, civil or related technical field.
  • 15+ years of project management experience with leading responsibility.
  • PMI PMP certification preferred.
  • Experience in the cement/aggregate industry preferred.
  • Strong safety focus and valid driver’s license.

Responsibilities

  • Lead and own large-scale program and project delivery on time and budget.
  • Develop cost estimates for materials, labor, equipment, and subcontractors.
  • Coordinate with plant/terminal operations and external contractors.
  • Prepare reports, budgets, and change proposals for management.
  • Review vendor drawings, negotiate contracts, and manage procurement.
  • Drive CAPEX planning and KPI reporting using Power BI where needed.
  • Ensure EH&S compliance and safe handover of new equipment.

Job Summary

Plan and facilitate the execution of multiple one or multi-million dollar awarded projects, responsible for maintaining accurate records on projects including project setup, schedules, and tracking costs from the pre-construction to post-construction phase and preparing reports. Support executing the many growth and debottlenecking projects at the terminals and on the dispatch/loadouts at the cement plants. Helps implementing the new customer service tools such as the gate-to-gate measuring systems, SAP Maintenance module and automated loading.

Job Responsibilities
Safety
  • Maintain a safe workplace and strive for zero occupational injuries, accidents, and environmental incidences
  • Assurance of the application of the Environment, Health and Safety standards and procedures to promote a zero-incident project and full compliance with local environmental regulations
  • Adhere to all CEMEX, OSHA, and MSHA rules and regulations at all times and wear proper safety equipment while on plant grounds.
Program/Project Management
  • Take the lead and ownership to drive the program forward (safely and compliantly) on time and within budget
  • Make accurate quantity surveys and estimate the cost of materials, labor, equipment, and subcontractor's work, making certain that all areas have been accounted for prior to submitting estimate for review
  • Sets deadlines, assigns responsibilities, monitors execution, and summarizes progress of project
  • Analyze data to prioritize national projects and propose strategic implementation programs
  • Assist in the use of CAPEX funds plan for all the terminals
  • Lead Corrective and Preventive Maintenance program, which will include the identification of critical paths and find the solutions
  • Order and review Plans and Specifications
  • Build job framework, schedules, costs, and margins
  • Prepare requests for proposals, evaluate proposal responses, and assist Procurement with negotiation and preparation of contracts. Negotiate proposal vs. contract discrepancies with vendors, if necessary
  • Project setup and prepare all required documentation and files
  • Manage the daily details of the project, including purchases, subcontracting, changes and coordination of office and field activities during the construction period
  • Responsible for the project budget and schedule
  • Timely and periodically prepares reports for management regarding status of project including project budget and schedule
  • Interface with and address ongoing design issues and requests for information (RFI’s) within the company engineering and construction companies. Review and approve vendor and engineering drawings as needed
  • Estimate and submit timely change proposals to management. Prepare and execute change order
  • Work with internal customer and contractors if project issues occur that are beyond the scope of operations
  • Monitor contractor and vendor progress and evaluate /approve invoices for payment
  • Assist with the vendor payment process by providing the internal departments with the information required to reconcile the vendors’ accounts
  • Coordinate contractor activities with plant/terminal operations
  • Coordinate with the contractor for material deliveries and subcontract work in accordance with progress schedule and adjust as necessary due to changes
  • Work effectively with other functional areas of Cemex: Global Operations & Technical, Process & IT, Cement Operations, Legal & Sustainability
  • Represent Cemex, establish and maintain relationships with local agencies, Port Authorities, landowners, etc.
  • Establish and maintain relationships with existing internal customers, vendors, and engineering firms
  • Collaborate and work with internal customers and contractors if project issues occur that are beyond the scope of the department
  • Ensure proper handover of new equipment including all safety devices, troubleshooting procedures, LOTOTO procedures and all related standard works for safe operation
  • Conducts analysis of the project to improve the development, and coordinates with other areas in a team effort, to ensure that all problems are identified, addressed and timely solved
Qualifications
  • Mechanical Engineering or BS Civil or any other relevant bachelor’s degree in technical field
  • At least 15 years of experience in project management with leading responsibility
  • PMI’s Project Management Professional Certification
  • Preferable experience in the cement industry
  • Strong safety focus
  • Possess valid driver’s license
  • Master’s Degree preferable

  • Experience managing multiple projects and contractors with budgetary oversight of these
  • Adept in the use of project management software
  • High-level computer proficiency is required including Microsoft Excel, Microsoft Word, Microsoft PowerPoint, Microsoft Projects, and AutoCAD with ability to learn and utilize Bid2Win estimating, Timberline, Scan Market, SAP, and any other programs as required
  • Ability to develop Executive Level presentations with project updates, timelines/roadmaps and reporting
  • Solid financial skills and experience in developing, tracking and monitor project budgets; ensure adherence by evaluating & managing costs associated with projects
  • Able to analyze information and drive initiatives
  • Familiar with industry concepts, practices, and procedures
  • Organizational skills and detailed oriented
  • Experience in the creation of KPIs and data analysis using Microsoft Power BI
Working Conditions
  • Willingness to commit for the role/assignment for at least the duration of the project/program
  • Mobile; flexibility to relocate for multiyear programs
  • Occasional exposure to some extreme heat, extreme cold, extreme noise, dust and working outdoors.
  • Must wear protective equipment while at the locations
  • Capability to work extended hours as necessary
  • Ability to participate in required overnight travel as necessary
