Job summary

Northrop Grumman Mission Systems seeks a Supply Chain Programs Manager 2 to lead proposal, planning and execution efforts onsite in the Baltimore, MD area. You will partner with engineering, contracts, manufacturing, IT and mission excellence to deliver materials and services efficiently.

The role requires a seasoned supply chain leader with strong collaboration, regulatory knowledge, and experience driving supplier capacity, pricing, and compliance across complex programs.

Qualifications

• Bachelor’s Degree with a minimum of 8 years of experience in supply chain management, project management, business
• Master’s Degree with a minimum of 6 years of experience in supply chain management, project management, business
• High School Diploma/Equivalent with a minimum of 12 years of experience in supply chain management, project management, business
• Must have a minimum of 3 years experience leading a team, process, and/or projects from conception to completion
• Your ability to obtain and maintain a Secret clearance and any program access(es) required for the position
• Must be a U.S. Citizen

Responsibilities

• Support proposal execution, strategy and requirements including schedule, staffing, requirements.
• Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.
• Drive continuous improvements in supply chain/subcontracts related processes via collaboration with other functions, programs, sites and the extended supply chain.
• Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP).
• Ensure compliance with the wide range of regulatory and other requirements and achieve supplier diversity requirements.
• Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.
• Responsible GSC leader of professionals within the Emerging Program Team.
• Conducting performance reviews within the HR process and in a timely manner, with adequate opportunity for employee feedback & development action.
• Collaborate with Program Management, Business Management, Mission Assurance, and Engineering to ensure successful delivery of material and program requirements.

Northrop Grumman Mission Systems is seeking a Supply Chain Programs Manager 2 to lead program proposal, planning and execution efforts within the Restricted Emerging Programs Operating Unit (OU) under the Advanced Mission Capabilities (AMC) Business Unit (BU). This leadership position is located onsite in the Baltimore, MD area.

The selected candidate will be a high-performing, experienced supply chain leader who is goal-oriented and well equipped to partner with a wide range of internal stakeholders. To do this, they will leverage a solid understanding of the Global Supply Chain and be knowledgeable in the engineering, contracts, manufacturing, information technology, and mission excellence areas and how they impact delivery of supply chain materials and services. The selected candidate will have a proven ability to engage with suppliers to drive increased capacity needs while negotiate pricing, ensuring compliance, and supporting fast-paced proposal execution.

Responsibilities Include But Are Not Limited To

• Ensure compliance with the wide range of regulatory and other requirements and achieve supplier diversity requirements.
• Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.
• Responsible GSC leader of professionals within the Emerging Program Team.
• Conducting performance reviews within the HR process and in a timely manner, with adequate opportunity for employee feedback & development action.
• Collaborate with Program Management, Business Management, Mission Assurance, and Engineering to ensure successful delivery of material and program requirements.

Basic Qualifications

Preferred Qualifications

• Experience managing large, complex programs and/or organizations.
• Experience working competitive and compliant major proposals, including teaming strategies and complex subcontracting strategies.
• Experience with a broad range of supply chain issues including risk management, terms and conditions, negotiations, contract types (fixed price and cost type), and post award management.
• Direct experience interfacing with and presenting to leadership
• Experience in FAR, DFARS, and corporate flow downs
• Active Security Clearance
• Cost Account Manager (CAM) Certification

Primary Level Salary Range: $139,800.00 - $209,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
