Position Overview:

The Manager, Supply Chain Management - Technology will lead a team of Supply Chain professionals supporting Motiva's Information Technology (IT), Operational Technology (OT), Cybersecurity, Digital Transformation, Infrastructure, Software, and Enterprise Application portfolios.

This diverse portfolio includes strategic initiatives spanning infrastructure modernization, cloud solutions, cybersecurity programs, business applications, digital capabilities, refinery operational technologies, and enterprise business process improvements.

The Supply Chain Manager will provide third‑party contract strategy expertise, market intelligence, contract authoring and negotiation, supplier relationship management, software licensing support, technology services contracting, and commercial support across the portfolio.

This is an in‑office position based in downtown Houston, TX, at our corporate headquarters.

Responsibilities:
Functional Delivery:

Supply Chain subject matter expertise supporting IT, OT, Cybersecurity, Digital Transformation, and Enterprise Technology initiatives.

Technology market expertise including: Enterprise software and SaaS solutions Cloud and hosting services Cybersecurity technologies and managed security services Network, infrastructure, and data center solutions Operational technology (OT) systems and industrial software systems Telecommunications and connectivity services Application development, systems integration, and consulting services Establishment of Supply Chain procedures supporting technology project execution and lifecycle management.

Deep understanding of and demonstrated ability to negotiate technology contract models, software licensing agreements, cloud consumption agreements, professional services contracts, legal terms and conditions, and commercial frameworks.

Leadership and delivery of sourcing activities:

Deep understanding of business requirements and technical specifications, with the ability to incorporate them into sourcing strategies, supplier selections, and commercial decisions.

Guidance on approach‑to‑market strategies.

RFx development, evaluation, and award.

Contract authoring and negotiation.

Purchase execution, supplier management, and invoice/payment support.

Optimization and utilization of procurement systems and digital tools.

Collaborate with internal stakeholders, external suppliers, and the broader Supply Chain organization to continuously improve value delivery through Motiva's Supply Chain policies and practices.

Team Leadership:

Leadership, coaching, and development of direct reports Develop and maintain strategic relationships with Technology, Cybersecurity, OT, Legal, Finance, and business stakeholders to influence and support key business objectives.

Prepare and deliver presentations to senior leadership regarding sourcing strategies, market intelligence, supplier performance, and commercial opportunities.

Ensure the Supply Chain team is viewed as a trusted business partner by proactively engaging internal stakeholders and suppliers while delivering innovative commercial solutions to support technology objectives.

Contract execution:

Lead supplier performance management, KPI development, and service level monitoring.

Support resolution of supplier performance issues, licensing disputes, service delivery concerns, and contract compliance matters.

Demonstrate leadership in change management and technology governance processes.

Manage contract amendments, renewals, software true‑ups, and commercial change requests.

Ensure appropriate management of software licensing, cybersecurity requirements, data privacy obligations, intellectual property protections, and service‑level commitments.

Business acumen:

Downstream Oil & Gas (manufacturing, refining, distribution).

IT, OT, Cybersecurity, and Digital Technology environments.

Technology sourcing and supplier ecosystems.

Software licensing models, cloud commercial structures, and managed service agreements.

Digital transformation programs and enterprise application landscapes.

Industrial control systems and operational technology environments supporting refinery operations.

Experience and Qualifications: Required Education and Experience:

Bachelor’s degree in Supply Chain Management, Information Technology, Business, Engineering, Computer Science, Cybersecurity, or a related field.

Minimum of 10 years of relevant experience in technical, commercial, supply chain, procurement, or related disciplines, including at least 5 years supporting technology initiatives, IT/OT procurement, cybersecurity, or digital transformation efforts.

Minimum of 3 years of leadership experience, with demonstrated responsibility for coaching and mentoring team members, prioritizing workloads, and supporting employee development through direct or indirect leadership roles.

In‑depth knowledge of technology procurement and contracting best practices, including software, SaaS, cloud services, professional services, managed services, infrastructure, and telecommunications.

Demonstrated experience negotiating software licensing agreements, cloud contracts, technology services agreements, and strategic supplier relationships.

Strong communication and influencing skills with the ability to engage effectively across all organizational levels and diverse international cultures.

Proven ability to adapt to multiple evolving priorities.

Strong financial analysis, total cost of ownership (TCO), and commercial evaluation skills.

Expertise in stakeholder and supplier management.

Preferred Education and Experience:

Master’s degree in business administration, Supply Chain Management, Information Technology, Cybersecurity, or a related field.

10+ years of experience supporting IT/OT procurement, digital transformation initiatives, cybersecurity programs, or large‑scale enterprise technology environments.

Demonstrated leadership experience in managing and developing teams.

Experience supporting Operational Technology (OT), Industrial Control Systems (ICS), refinery technologies, or critical infrastructure environments.

Knowledge of software licensing models (Microsoft, SAP, Oracle, Salesforce, ServiceNow, etc.).

Experience negotiating cloud agreements (Azure, AWS, Google Cloud).

Familiarity with cybersecurity frameworks, data privacy requirements, and third‑party risk management.

Experience supporting enterprise systems such as SAP, Ariba, ServiceNow, or similar platforms.
