The Impact You'll Have

Blue Cross and Blue Shield of Minnesota is hiring a Manager, Regulatory Change Management. In this role, you will lead the team responsible for helping the organization understand and implement evolving laws, regulations, and government guidance. You will oversee the regulatory change management process across Medicare, Medicaid and the Minnesota Department of Human Services, and Duals and Minnesota Senior Health Options product lines. You will help ensure regulatory requirements are interpreted accurately, assigned to the right stakeholders, and implemented completely and on time. The Manager drives disciplined execution: shaping impact analyses, coordinating implementation workplans, facilitating working sessions, and validating outcomes through documented evidence. As the team's Medicare subject matter expert, this role also provides compliance oversight and regulatory guidance to the Marketing Materials Review function as needed. This opportunity combines people leadership, Medicare subject matter expertise, and cross-functional influence. You will guide a team of regulatory change management professionals, strengthen Medicare-specific expertise, and partner with Public Affairs, compliance leaders, and business stakeholders to turn complex requirements into clear implementation plans and documented outcomes.

What You'll Do

• Manage staff and process for the intake, interpretation, and distribution of laws and regulatory guidance across Medicare, Medicaid/DHS, and Duals/MSHO product lines.
• Directly manage regulatory change management staff, including workload distribution, quality of analysis, and career development.
• Serve as the team's Medicare subject matter expert, with working knowledge of Medicaid and Duals/MSHO laws and regulatory guidance, and provide consultative support to business partners and leadership.
• Provide Medicare regulatory subject matter guidance and compliance oversight to the Marketing Materials Review function as needed, including translating new or updated regulatory guidance (e.g., CMS Medicare Communications and Marketing Guidelines, DHS bulletins) for the team's awareness.
• Monitor implementation activities, including interpretation, development of impact analyses, and implementation workplans designed by designated owners, to enable complete, accurate, and timely execution.

How You'll Do It

• Identify and engage responsible stakeholders and designated owners for new law and regulatory guidance.
• Participate in or facilitate implementation working sessions with business partners where needed.
• Collect and document evidence of implementation efforts, and conduct validation checks on implementation outcomes when appropriate.
• Prepare and deliver reports on implementation progress and compliance status.
• Communicate updates and insights to the broader compliance team and contribute to risk assessments.
• Support onboarding, training, and technical mentoring of regulatory change management staff, with particular focus on rebuilding Medicare-specific subject matter depth on the team.
• Manage the department, including interviewing and hiring in accordance with EEO/Affirmative Action guidelines, conducting performance evaluations, and supporting skill and career development, coaching, and employee relations.
• Perform additional responsibilities consistent with the scope and level of the role, as assigned.

Required Skills & Experience

• 5+ years of progressive compliance experience, with 1+ staff, team lead or project lead experience.
• Bachelor's degree; in lieu of a degree, an additional two years of relevant experience beyond the qualifications listed above may be accepted.

Preferred Skills & Experience

• Masters degree in related field.
• Medicare regulatory program expertise, with experience supporting Medicaid regulatory programs.
• Ability to communicate expectations and priorities clearly to team members, actively listen to resolve issues and remove barriers, and drive alignment across teams and stakeholders.
• Ability to analyze department challenges, guide team decision-making, and collaborate across teams to drive resolution and next steps.
• Ability to effectively organize team work, balance priorities across projects, and manage time and resources to ensure timely delivery and coordination.
• Business analysis expertise, regulatory research, and ability to translate regulatory requirement into operation.
• Ability to interpret and apply applicable federal and state regulations.
• Healthcare or insurance industry experience.
• Experience with CMS, DOH, and state regulatory filings.
• Experience drafting responses or presenting to boards, compliance committees, or regulatory bodies.

Role Designation

Hybrid Role designation definition: Teleworking is working full time remote. Hybrid is a minimum of 2 days onsite. Onsite is full-time onsite.

Compensation and Benefits

$102,400.00 - $138,300.00 - $174,200.00 Annual Pay is based on several factors which vary based on position, including skills, ability, and knowledge the selected individual is bringing to the specific job.
