Northrop Grumman’s Defense Systems sector is looking for Manager Programs 1 to support the Controls & Advanced Materials Manufacturing Propulsion Systems & Controls (PS&C) operating unit. The position will be located in Elkton, MD.

Level 1 program managers will be expected to manage programs and/or segments of a program in the Controls & Advanced Materials Manufacturing (CAMM) market area for the Propulsion Systems and Controls (PS&C) Business Unit (BU). Duties include ensuring delivery of all contractual requirements on cost and on schedule, achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.

Responsibilities:

1. Supervises/manages staff assigned/matrixed to the program.
2. Provides objective-oriented direction utilizing management guidelines & general policies.
3. Plans and assesses program performance addressing cost, schedule, technical performance, and quality of a work package, subsystem, or related group of work packages.
4. Oversees projects and tasks assigned to the organizational group performed by non-exempt and/or exempt employees.
5. Ensures that projects are completed on schedule and within budget.
6. Functions as an advisor regarding tasks, projects, and operations.
7. Frequent contacts with internal personnel and outside customer representatives at various management levels concerning specific phases of projects or contracts.
8. Conducts briefings and participates in technical meetings for internal and external representatives concerning specific operations.

Basic Qualifications:

1. Will consider one of the following: Bachelor’s Degree and 5 years, or Master’s and 3 years’ experience supporting U.S. Government contracts and customers and/or project management in other related industries.
2. 5 or more years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project or engineering lead.
3. 5 or more years of demonstrated success leading teams/and or organizations to achieve a common goal.
4. Must be a US citizen and able to obtain a DoD Secret security clearance.

Preferred Qualifications:

1. Technical background and/or experience in development of propulsion systems.
2. Technical background and/or experience in control system technologies.
3. Experience with Earned Value Management systems.
4. PMP certification.

Salary Range: $124,000 - $186,000

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
