The Director of Quality Improvement is responsible for leading BHcare's organization-wide quality improvement, performance management, data reporting, and program evaluation functions. The Director works collaboratively with executive leadership, program leaders, funders, and external stakeholders to improve service quality, operational effectiveness, client outcomes, and organizational performance through strategic use of data and evidence-based quality improvement practices.

Essential Duties and Responsibilities
Data Analytics, Reporting & Performance Measurement
  • Lead organizational data collection, analysis, and reporting activities to support quality improvement, operational performance, strategic planning, and regulatory compliance.
  • Design, develop, and maintain data collection methodologies, reporting tools, dashboards, scorecards, and performance metrics that provide accurate, timely, and actionable information.
  • Analyze operational, clinical, financial, and programmatic data to identify trends, risks, opportunities, and areas for improvement.
  • Develop, monitor, and evaluate key performance indicators (KPIs), quality measures, and outcome metrics across programs and services.
  • Create reports, dashboards, presentations, and data visualizations that demonstrate program effectiveness, outcomes, organizational impact, and return on investment (ROI).
  • Present analysis, findings, recommendations, and performance trends to executive leadership, committees, boards, funders, and external stakeholders.
Quality Improvement & Organizational Effectiveness
  • Lead organization-wide quality improvement initiatives focused on enhancing service quality, client outcomes, operational efficiency, and organizational effectiveness.
  • Facilitate continuous quality improvement activities using established quality improvement methodologies and best practices.
  • Collaborate with executive leadership and program management to identify performance gaps and implement data-informed improvement strategies.
  • Partner with program and Electronic Health Record (EHR) teams to optimize workflows, strengthen data integrity, and improve reporting capabilities.
  • Promote a culture of accountability, continuous learning, and data-driven decision-making throughout the organization.
Grant Evaluation & Outcomes Management
  • Serve as the organizational lead for grant evaluation, performance measurement, outcomes management, and reporting activities.
  • Coordinate the implementation of grant evaluation plans and oversee data collection, validation, analysis, and reporting requirements.
  • Monitor grant objectives, performance benchmarks, deliverables, milestones, and outcome targets in collaboration with Project Directors and program leadership.
  • Prepare and submit required performance and evaluation reports to funding agencies and stakeholders.
  • Support grant development, renewals, and sustainability efforts through evaluation design, outcomes analysis, and performance reporting.
Regulatory Compliance & Accreditation
  • Ensure organizational data management, reporting processes, and quality improvement activities comply with applicable regulatory, funding, and accreditation requirements.
  • Support readiness and compliance efforts related to The Joint Commission, DMHAS, DCF, SAMHSA, and other regulatory and accrediting bodies.
  • Monitor changes in reporting requirements and industry standards, implementing processes to maintain compliance and best practices.
  • Coordinate quality-related audits, reviews, and accreditation activities.
Leadership, Supervision & Staff Development
  • Provide leadership, supervision, coaching, and professional development to Quality Specialists and other staff supporting quality improvement and evaluation initiatives.
  • Establish performance expectations and accountability measures to ensure the accuracy, integrity, and effectiveness of quality and reporting functions.
  • Develop and deliver training and technical assistance on quality improvement methodologies, data collection standards, performance measurement, reporting systems, and regulatory requirements.
  • Foster collaboration, innovation, and continuous professional growth among team members.
Collaboration & Stakeholder Engagement
  • Collaborate with executive leadership, program teams, Project Directors, funders, community partners, and external stakeholders to support organizational goals and performance outcomes.
  • Build strong relationships across departments to ensure alignment of quality, data, and evaluation initiatives.
  • Translate complex data and evaluation findings into clear, meaningful, and actionable information for diverse audiences.
  • Participate in organizational committees, workgroups, and strategic planning activities.
Administrative Responsibilities
  • Maintain accurate records and documentation related to quality improvement, evaluation, and reporting activities.
  • Attend required training sessions, workshops, conferences, and professional development activities.
  • Maintain regular and reliable attendance as an essential function of the position.
  • Utilize a personal vehicle for business-related travel as required.
  • Perform other duties and responsibilities as assigned.
Qualifications
Education
  • Bachelor's degree in Public Administration, Public Policy, Public Health, Healthcare Management, Data Analytics, Social Sciences, or a related field required.
  • Master's degree preferred.
Experience
  • Minimum of two (2) years of demonstrated experience in research, program evaluation, healthcare analytics, public policy analysis, quality improvement, performance management, or a related field.
  • Experience supporting project planning, strategy implementation, and program management initiatives.
  • Experience analyzing organizational, programmatic, or healthcare data and translating findings into actionable performance improvement initiatives.
  • Demonstrated experience preparing reports, developing presentations, and communicating findings to stakeholders.
  • Experience with federal and state grant reporting, performance measurement, and outcomes evaluation preferred.
  • Experience working within healthcare, behavioral health, human services, or nonprofit organizations preferred.
Knowledge, Skills, and Abilities
  • Strong quantitative, analytical, and problem-solving skills with the ability to interpret complex data and identify meaningful trends.
  • Advanced proficiency in Microsoft Excel, including statistical analysis, reporting, data management, and dashboard development.
  • Proficiency with Microsoft Office Suite, including Word, PowerPoint, Outlook, and Teams.
  • Experience using electronic health record (EHR) systems and related reporting applications preferred.
  • Ability to develop performance metrics, quality indicators, and outcome measures to support organizational goals.
