Job summary

Bechtel is seeking a senior leader to drive process improvement, organizational capability, learning, culture, and innovation across the M&T portfolio, ensuring compliance with ESH practices. You will collaborate with GBU and project leadership to evaluate programs, identify opportunities, and implement scalable solutions.

This role requires strong governance, data analysis, and cross-functional influence, with travel to project sites as required.

Qualifications

  • Bachelor's degree plus typically 13+ years of relevant experience; or 17+ years with no degree.
  • Experience supporting ESH programs in large engineering, procurement, construction, or similar environments.
  • Experience with continuous improvement, management systems, audits, assessments, corrective actions, lessons learned, or organizational change.
  • Experience designing or facilitating leadership workshops, workforce-development programs, onboarding, training, or competency assurance.

Responsibilities

  • Provide functional leadership for ESH process improvement, organizational effectiveness, learning, culture, and continual improvement.
  • Establish consistent methods for evaluating ESH program effectiveness across projects, proposals, offices, and operations.
  • Support proposals and mobilization by defining ESH improvement, staffing, training, digital, readiness, and implementation requirements.
  • Evaluate implementation of applicable ESH policies, management-system requirements, Core Processes, project plans, and regulations.
  • Lead or support audits, assessments, program reviews, and field verification; identify systemic issues and verify corrective-action effectiveness.
  • Develop practical improvement plans addressing recurring findings, control weaknesses, operational inefficiencies, and workforce concerns.
  • Facilitate structured problem solving, root cause analysis, Learning From Events, lessons learned, and cross-project improvement efforts.
  • Analyze indicators, observations, employee feedback, assessment findings, training data, and corrective-action trends to guide decisions.

Job Summary:

In this role, you will lead process improvement, organizational capability, learning, culture, and innovation initiatives that strengthen ESH performance across the M&T portfolio. You will work with GBU and project leadership to evaluate ESH programs, identify systemic opportunities, develop scalable solutions, and support consistent implementation of the ESH Management System throughout the project lifecycle.
You will serve as a functional advisor to project ESH teams and partner with project management, construction, engineering, quality, supply chain, commissioning and startup, human resources, customers, and Corporate ESH. You will use performance data, assessments, workforce feedback, and lessons learned to strengthen governance, field execution, workforce capability, engagement, and wellbeing. #LI-AE2

Major Responsibilities:
  • Provide functional leadership for M&T ESH process improvement, organizational effectiveness, learning, culture, and continual improvement.
  • Establish consistent methods for evaluating ESH program effectiveness across projects, proposals, offices, and business operations.
  • Support proposals and mobilization by defining ESH improvement, staffing, training, digital, readiness, and implementation requirements.
  • Evaluate implementation of applicable ESH policies, management-system requirements, Core Processes, project plans, customer requirements, and regulations.
  • Lead or support audits, assessments, program reviews, and field verification; identify systemic issues and verify corrective-action effectiveness.
  • Develop practical improvement plans addressing recurring findings, control weaknesses, operational inefficiencies, workforce concerns, and emerging risks.
  • Facilitate structured problem solving, root cause analysis, Learning From Events, lessons learned, and cross-project improvement efforts.
  • Analyze indicators, observations, employee feedback, assessment findings, training data, and corrective-action trends to guide decisions.
  • Prepare executive-ready reports, dashboards, recommendations, guidance, tools, templates, and implementation resources.
  • Standardize and share effective ESH practices while allowing appropriate adaptation for project scope, risk, geography, contract, and customer needs.
  • Develop role-based curricula, onboarding, leadership workshops, competency frameworks, facilitator materials, and train-the-trainer programs.
  • Assess training needs and verify learning effectiveness through demonstrated knowledge, field application, behavior, and operational outcomes.
Additional Responsibilities:
  • Support coaching, mentoring, career development, succession planning, and developmental assignments for ESH professionals and leaders.
  • Lead workshops, management reviews, planning sessions, culture discussions, and working groups that produce clear decisions and accountabilities.
  • Support Craft-Based Leadership, employee engagement, Stop Work Authority, psychological safety, recognition, and workforce participation.
  • Integrate mental health, wellbeing, fatigue, and resilience into ESH programs, training, leadership practices, and work planning.
  • Build productive relationships with customers, subcontractors, regulators, auditors, industry partners, and internal stakeholders.
  • Support GBU and project ESH management reviews with trends, program findings, capability needs, improvement priorities, and recommended actions.
  • Maintain knowledge of applicable regulations, ISO 14001 and ISO 45001, adult-learning practices, organizational-development methods, and emerging industry risks.
  • Model visible leadership, integrity, environmental stewardship, and field engagement; reinforce Stop Work Authority when unacceptable risk exists.
  • Travel to project sites and offices as required.
Education and Experience Requirements:
  • Bachelor's degree in Occupational Safety and Health, Industrial Hygiene, Environmental Science, Engineering, Education, Organizational Development, Construction Management, or a related discipline, plus typically 13 or more years of relevant experience; or, in lieu of a degree, typically 17 or more years of directly relevant experience.
  • Experience supporting ESH programs in large engineering, procurement, construction, advanced manufacturing, semiconductor, pharmaceutical, data center, industrial, energy, or similarly complex environments.
  • Experience with continuous improvement, management systems, audits, assessments, corrective actions, lessons learned, or organizational change.
  • Experience designing or facilitating leadership workshops, workforce-development programs, onboarding, training, or competency assurance.
Required Knowledge and Skills:
  • Working knowledge of ESH management systems, risk-based planning, regulatory compliance, ISO 14001, and ISO 45001.
  • Ability to analyze performance information, identify systemic issues, develop practical recommendations, and communicate with project and senior leadership.
  • Strong facilitation, writing, presentation, coaching, organization, and stakeholder-engagement skills.
  • Ability to influence across functions, projects, contractors, customers, and organizational levels in a matrixed environment.
  • Ability to manage multiple priorities, travel, and work across project locations and schedules.
  • Valid driver's license.
Preferred Qualifications:
  • Master's degree in a related discipline.
  • Professional certification such as CSP, ASP, CIH, CHMM, PMP, Lean Six Sigma, change management, instructional design, or ISO internal auditor.
  • Experience supporting ESH across multiple projects, regions, or business units.
  • Experience with proposals, mobilization, readiness reviews, management reviews, risk registers, staffing plans, or project closeout.
  • Experience with digital ESH systems, workflow automation, dashboards, analytics, learning-management systems, or performance reporting.
  • Training or experience in root cause analysis, human and organizational performance, behavioral science, Craft-Based Leadership, adult learning, coaching, or organizational development.
  • Experience with mental health, wellbeing, fatigue management, employee engagement, or psychological-safety programs.
  • Knowledge of construction safety, environmental compliance, industrial hygiene, emergency management, permit-to-work, contractor management, and critical-control verification.
  • Familiarity with advanced manufacturing hazards, cleanrooms, hazardous chemicals, phased energization, simultaneous operations, commissioning, and startup.
  • Ability to convert project lessons and performance information into scalable GBU standards, training, tools, and improvement strategies.
