Qualifications

  • Bachelor’s degree in finance or other relevant area of study.
  • Minimum five to seven years of business experience analyzing and interpreting data, using financial modeling, and making fact-based recommendations.
  • Excellent financial modeling and forecasting skills.
  • Experience with complex financial systems and database management.
  • Ability to manage large amounts of data and clearly identify, report and present key findings.
  • Demonstrated experience in supporting key operational decisions with high-quality financial analysis.

Responsibilities

  • Develop and manage annual and quarterly capital budgeting processes, including forecasting, allocation, and recommended approval of capital expenditures for Board of Trustees votes.
  • Collaborate with CFAO and VP of Facilities to align capital projects with strategic goals and financial objectives.
  • Lead capital budget systems to improve collection, calculations, reporting, and decision making.
  • Support annual operating and capital budgets and long-range financial planning with analyses and firm recommendations.
  • Work with campus stakeholders to report funding sources and impacts for capital projects.
  • Prepare for board and committee meetings with cross-functional teams; ensure confidentiality of sensitive documents.

Position Purpose

Leads the financial planning, budgeting, and financial compliancefor capital projects. This position ensures effective allocation offinancial resources, defines process around financial reporting andcompliance with financial policies and procedures. The role isresponsible for analyzing annual, quarterly and off-cycle capitalinvestment opportunities, providing detailed financial models, anddelivering insightful recommendations to executive leadership. Thisposition collaborates with cross-functional teams to monitorproject performance, and drive data-informed decision-making.

Key Accountabilities
Capital Budget Planning and Management
  • Develop and manage the organization’s annual, and quarterlycapital budgeting processes, including forecasting, allocation, andrecommended approval of capital expenditures for Board of Trusteesvote. Partnering with both the CFAO and the VP of Facilities,ensures alignment of capital projects with strategic goals andfinancial objectives.
  • Manage and execute Phases and Gates capital project deliveryprocess and guidelines.
  • Manage and implement capital budget systems to improvecollection, calculations, reporting, and decision making.
  • Responsible for all capital reserve analysis, includinganalysis of funding options for capital projects in partnershipwith the Treasury department.
  • Support the annual operating and capital budgets and long-rangefinancial planning processes with insightful financial analysis,sound assumptions and estimates, and firm recommendations.
  • Display a deep understanding of all the sources of fundingincluding reserves, external and internal debt, and gift funding;must be able to identify, report, and explain to campusconstituents the different capital and operating impacts of eachfunding source.

Committees and Board Preparation
  • Collaborate effectively with financial and non-financial staffacross the institution in the gathering, modeling, and analysis offinancial and operational data relating to capital, funding andoperating impacts (renewal and O&M) to prepare for annual,quarterly and off cycle board and committee meetings andvotes.
  • Participate in cross-functional teams by assuming an active,collaborative role. The expectation is that this role will partnerwith all areas of Campus Services to ensure proactive management ofcapital funding, reserve analysis and Board votes.
  • Represent Campus Services at meetings, activities, and workinggroups relating to Capital projects and Reserve analysis.
  • Provide stewardship of financial documents and agreements andensure security and confidentiality of sensitive information andmaterials.
