Qualifications

  • 4–6+ years of progressive HR experience, with 2–3 years as HRBP
  • 1–3 years as HR Generalist or Coordinator
  • SHRM-CP, SHRM-SCP, or PHR/SPHR certification preferred
  • Bachelor’s degree in HR, Business Administration, or related field; MBA preferred

Responsibilities

  • Lead HR initiatives across the Binghamton and Harleysville facilities.
  • Partner with leadership to implement talent strategy including recruiting, retention, and succession planning.
  • Advise management on employee relations and complex HR issues; support investigations and accommodations.
  • Develop and manage compensation/benefits analysis to attract and retain talent.
  • Create learning and development programs for internal employee growth.
  • Ensure compliance with employment laws and company policies; monitor regulatory changes.

Job description

The Human Resources Manager is a strategic and hands-on position that leads human resources initiatives across the PDS Binghamton, NY and Harleysville, PA facilities. This role translates business strategy into actionable HR plans, supports leaders through organizational change and drives talent development in a dynamic manufacturing environment.

Essential Responsibilities
  • Partner with the leadership team to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning
  • Provide support and guidance to management and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations
  • Manage the talent acquisition process which may include recruitment, interviewing, and hiring of qualified job applicants; collaborate with departmental managers to understand skills and competencies required for openings
  • Analyze trends in compensation and benefits; research and propose competitive base and incentive pay programs to ensure the organization attracts and retains top talent
  • Create learning and development programs and initiatives that provide internal development opportunities for employees
  • Assist with employee disciplinary meetings, terminations, and investigations
  • Maintain compliance with federal, state, and local employment laws and regulations, as well as recommended best practices; review policies and practices to maintain compliance
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law
  • Perform other related duties as assigned
Job Qualifications
  • Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s or MBA preferred)
  • SHRM-CP, SHRM-SCP, or PHR/SPHR certification preferred
  • 4 - 6+ years of progressive HR experience; 2-3 years in a strategic HR Business Partner role; 1-3 years as an HR Generalist or Coordinator
  • Demonstrated ability and willingness to use AI tools to improve productivity, decision-marking, work quality, and to reduce costs. The successful candidate must be able to identify appropriate AI use cases and critically evaluate AI-generated outputs
  • Provide HR support to the Harleysville PA office on a monthly basis
  • Experience in manufacturing, engineering, aerospace/defense environments
  • Experience supporting a sales group
  • Comfortable operating in manufacturing/production facility
  • Comfortable operating in an organization with a decentralized corporate structure
  • Ability to maintain confidential information
  • Excellent organizational skills and attention to detail.
  • Strong recruiting and demonstrated ability to improve talent acquisition strategies
  • Demonstrated expertise training managers and employees
  • Strong organizational, critical thinking and communications skills
Compensation

Employee Type: Salaried

Salary Minimum: 110,000
