Job summary

Self-Help Enterprises (SHE) seeks a Housing Rehabilitation Manager to lead a portfolio of programs, including Housing Rehab, Disaster Recovery and ADUs in the Central Valley.

You will oversee intake, underwriting, project completion and compliance across federal, state and local funds, guiding a skilled team, coordinating with jurisdictions, partners and contractors to deliver safe, healthy homes. The role demands collaboration, strong regulatory acumen, and continuous improvement.

Qualifications

  • Proven leadership experience in housing programs, compliance, or nonprofit operations.
  • Strong understanding of federal and state grant regulations (e.g., CDBG, HOME, CalHome, HPG, PLHA, etc.).
  • Exceptional organizational and project management skills with the ability to prioritize competing demands, manage multiple projects, and meet deadlines.
  • Exceptional attention to detail and accuracy while overseeing compliance, budgets, reporting, and program operations.
  • Strong analytical and problem-solving skills with the ability to interpret and apply complex regulations, funding requirements, and organizational policies.
  • Skilled in coaching, training, mentoring, and developing teams while fostering a collaborative and accountable work environment.
  • Experience managing program performance, budgets, contracts, compliance requirements, and production goals.
  • Ability to review program files, identify deficiencies, implement corrective actions, and ensure complete, accurate, and audit-ready documentation.
  • Excellent written and verbal communication skills with the ability to build effective relationships with staff, contractors, funding agencies, community partners, and public officials.
  • Strong decision-making skills with the ability to exercise sound professional judgment, maintain confidentiality, and resolve complex issues.
  • Proficiency with Microsoft Office applications and database management systems.

Responsibilities

  • Review program files and oversee quality assurance activities to ensure complete, accurate, and audit-ready documentation.
  • Implement and oversee marketing and outreach initiatives to support participant recruitment and increase program visibility.
  • Collaborate with senior leadership on strategic planning, risk management, policy development, and program enhancements.
  • Identify operational challenges and implement process improvements that enhance efficiency, compliance, customer service, and program delivery.
  • Build and maintain collaborative relationships with local jurisdictions, funding agencies, contractors, lenders, community organizations, and other program partners.
  • Foster a culture of excellence, transparency, accountability, and continuous improvement.
  • Represent Self-Help Enterprises professionally with participants, public agencies, funding partners, and community stakeholders.

Position Description

Are you a dynamic leader with a passion for affordable housing and community development? Self-Help Enterprises (SHE) is seeking a Housing Rehabilitation Manager to lead a diverse portfolio of housing programs, including Housing Rehabilitation, Disaster Recovery, and Accessory Dwelling Unit (ADU) initiatives. This position offers the opportunity to guide a high-performing team, oversee complex federally and state-funded programs, and help expand safe, healthy, and resilient housing opportunities for communities throughout the Central Valley.

As the Housing Rehabilitation Manager, you will lead a team responsible for implementing Housing Rehabilitation, Disaster Recovery, and Accessory Dwelling Unit (ADU) programs that help community residents improve the health, safety, and livability of their owner-occupied homes. You will oversee program operations, including participant intake, underwriting, project completion, and compliance under a variety of federal, state, and local funding programs. Working closely with local jurisdictions, funding agencies, contractors, lenders, and internal staff, you will ensure programs are delivered efficiently, accurately, and in compliance with program requirements while meeting production goals and maintaining high standards of customer service.

The successful candidate is a collaborative and organized leader who can effectively manage multiple programs, priorities, and deadlines while developing and mentoring staff. You will possess strong leadership, organizational, and supervisory skills, exercise sound judgment, interpret complex regulations, and build productive relationships with community members, funding partners, contractors, and public and private agency officials.
