Job summary

Austal USA in San Diego is seeking a Safety Manager to lead a team of Safety Representatives, Competent Persons, and administrative staff dedicated to safe shipyard repair and production. You will ensure compliance with OSHA, CalOSHA, NAVSEA standards and other regulations.

The role emphasizes developing, updating safety procedures and SDS data, preventing accidents, conducting periodic inspections, incident reviews, fire watch oversight, and coordinating safety training.

Qualifications

• Bachelor’s degree in an engineering science, Health & Safety and/or environmental fields is desired.
• Proficient in OSHA regulations, consensus standards
• Eight (8)years’ related experience in an industrial setting
• Experience working in manufacturing or a shipyard environment.
• Familiarity with NAVSEA standards.
• Certified Safety Professional (CSP) or able to obtain within 2 months of hire.
• Current certifications in First Aid, CPR, OSHA, 30-hour Maritime Safety and Industry Standards plus familiarity with 29 CFR Part 1915 highly desirable.
• Familiarity with Serious Injury and Fatality programs.
• Knowledgeable in Safety & Health management systems such as ISO 45001.
• Root cause analysis software experience.

• Ensure compliance with federal/state regulations and customer requirements.
• Review reports from governmental agencies and take necessary actions.
• Develop safety performance reports and ensure proper documentation.
• Coordinate and conduct safety training programs and advise management on status and improvements.
• Represent the company in national/local safety activities and organizations.
• Familiarity with OSHA, CalOSHA, and related standards; promote a culture of compliance.
• Monitor changes and recommend improvements to safety regulations and policies.
• Assist in compliance risk assessments and risk reporting.
• Develop, provide, and document compliance training.
• Conduct health, safety and environmental investigations.
• Attend internal and external customer meetings.

AUTHORITIES / RESPONSIBILITIES:

• In this role as a Safety Manager, you will be responsible for leading a team of direct and indirect reports including Safety Representatives, Competent Persons, and Administrative staff that support the safe execution of shipyard repair and production activities in accordance with the corporate safety policy and all federal, state, and local regulations

• Responsible for maintaining and updating San Diego Safety procedures.

• Responsible for maintaining and updating SDS data collection for San Diego.

• Oversees development, recommend and implement general accident preventive programs to include specific protective procedures and devices.

• Oversees schedule and carry out periodic safety inspections at the Austal USA site and Naval Base’s Safety.

• Be able to maintain a working relationship with the local fire department and government counterparts.

• Maintain a successful fire watch program for all ships requiring hot work permits.

• Act as Incident Command (IC) Safety Officer (SOFR).

• Oversees reviewing all accident and incident reports and recommend corrective action to eliminate reoccurrence.

• Ensure compliance with all applicable federal and state regulations, consensus standards, and customer requirements

• Oversees reviewing all reports submitted by authorized governmental agencies and takes necessary actions on those reports.

• Oversees maintaining adequate records for statistical measurements and develop performance reports. Ensure that reporting conforms to all standard practices of the safety industries and government regulations.

• Oversees coordination and conduct supervisory and other production safety training programs. Advise management periodically on the status of the safety program and new safety techniques.

• Oversees maintaining contacts with counterparts in other companies and represent the company in national and local safety activities and organizations.

• Must be familiar with Occupational Safety and Health Administration (OSHA), state, and federal standards, follow OSHA and government standards, and file reports required by these organizations. Must also have understanding of CalOSHA

• Act as a Compliance Champion for the organization and work to promote a culture of compliance throughout the organization.

• Monitoring for changes in, and making recommendations for improvements to comply with laws, rules, regulations, and policies that govern business activities in your department or subject area.

• Assist in compliance risk assessments and risk reporting in accordance with the Company’s risk assessment program.

• Developing, providing, and documenting compliance training, as applicable.

• Compliance monitoring, surveillance, and auditing efforts, and assisting in investigations of suspected compliance violations.

• Conduct health, safety, and environmental workplace investigations.

• Conduct and attend Internal and External customer meetings

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:

Required:

COMPENSATION

Salary range depends on relevant experience: $117,829 - $175,744
