Job summary

Kootenai Health is seeking a visionary Forensic Nurse Examiner Program Leader to develop, implement, and continuously evaluate the FNE program across our system. You will lead curriculum development, quality improvement, and regulatory alignment to improve survivor care and outcomes.

The role involves collaboration with ED, law enforcement, and victim services, overseeing budget and staff, and conducting trainings. Strong leadership and SANE credentials are essential for success.

Qualifications

• BSN from an accredited nursing program.
• Idaho RN license or compact with Idaho before start date.
• Minimum 4 years nursing experience; at least 2 in ED.
• SANE-A and SANE-P certification within specified timeframes; obtain within 1 year, second within 2 years.
• ENPC and (CEN or CPEN) preferred.
• Forensic Nursing program completion preferred.
• Pediatric patient care experience preferred.
• Supervisory/leadership experience preferred.
• BLS required.

Responsibilities

• Oversees FNE program and day-to-day operations, including on-call scheduling, payroll, and department personnel.
• Responsible for FNE program development, coordination, and educational activities evaluation.
• Aligns policies and processes for FNE with best-practice; ensures regulatory compliance.
• Serves as a Forensic Nurse Examiner as needed and participates in on-call rotation.
• Performs complete medical forensic exams with detailed history, head-to-toe assessment, forensic photography, screenings, and follow-up recommendations.
• Develops annual budget and identifies revenue sources.
• Manages peer review, chart audit, and quality assurance mechanisms.
• Participates in recruitment, retention, and development of FNE staff.
• Coordinates program orientation and ongoing training for FNEs.
• Schedules staff meetings and distributes minutes.
• Conducts quarterly check-ins and evaluations.
• Acts as liaison with community groups and SARTs; provides community education.
• Develops and maintains departmental policies for the FNE program.
• Testifies in court as an expert and assists others with court testimony.
• Collaborates with law enforcement, Prosecutor’s Office, and victim services.
• Participates in long-range planning and program evaluation.
• Serves as a resource to program participants.
• Oversees inventory and equipment needs and maintenance.

Position Summary

Develops and oversees the activities of the Forensic Nurse Examiners Program (FNE), including the development, implementation, and evaluation of the FNE program. Conducts continuous evaluation of FNE curriculum ensuring current best practice. Improves quality of care received by survivors of violent crimes through development of standards/protocols, interdisciplinary collaboration, and peer review. As census or scheduling requires, serves patients who are potential victims of crime presenting for care across the organization.

Responsibilities

• Oversees FNE program and its day-to-day operations, including on-call scheduling, payroll, and department personnel
• Responsible for FNE program development, coordination, and educational activities evaluation
• Aligns policies, practices, and processes for FNE with best-practice; researches and ensures adherence to regulatory standards and requirements
• Serves as a Forensic Nurse Examiner as needed, taking patient assignment and call rotation
• Performs complete medical forensic exams, recognizing time sensitive nature of certain exam collections, including but not limited to: obtaining a detailed history for the purpose of treatment/evidence collection, a detailed head-to-toe assessment, forensic photography, appropriate screenings, and follow up recommendations
• Develops an annual budget and identifies any additional appropriate revenue sources
• Develops, implements, and manages peer review, chart audit and quality assurance mechanisms
• Participates in programs to promote recruitment, retention, and development of FNE program
• Coordinates the FNE program orientation, monitors training requirements for FNEs and schedules ongoing training as needed
• Schedules and conducts FNE staff meetings; prepares and distributes meeting minutes
• Responsible for FNE quarterly check-ins and evaluations
• Acts as a liaison with community groups, including involvement in local SARTs, and offers community education on relevant issues and the role of the project
• Develops and maintains appropriate departmental polices related to the FNE program
• Testifies in court as an expert and assist other Forensic Nurses in preparing for court testimony
• Works collaboratively with law enforcement, Prosecutor’s Office, and local victim’s services
• Participates in long range planning, goal setting, development, and evaluation of FNE program
• Acts as a resource to program participants
• Responsible for inventory, equipment needs, and equipment maintenance

Requirements and Minimum Qualifications

• Graduate of an accredited school of nursing with a BSN required
• State of Idaho Registered Nurse OR licensure pending as documented by temporary licensure OR current RN licensure from a state participating in the "multistate privilege to practice" compact with Idaho prior to start date
• Minimum 4 years’ nursing experience required; at least 2 years must be in an emergency department
• Minimum 2 years’ experience practicing as a Sexual Assault Nurse Examiner or Forensic Nurse Examiner preferred
• SANE-A and SANE-P certification required within specified timeframes. Upon availability through a recognized certifying organization, must obtain either the SANE-A or SANE-P certification within one (1) year. The second certification must be obtained within two (2) years of certification availability.
• ENPC, and CEN or CPEN preferred
• Completion of a Forensic Nurse program preferred
• Pediatric patient care experience preferred
• Previous supervisory experience, teaching, or leadership experience preferred
• Demonstrates ability to interact with multidisciplinary teams, communicate program needs, and work with peers to establish smooth functioning
• BLS required

• Must be able to lift and move up to 35 lbs
