Job Description

The Manager, Divisional Programs & Integration coordinates and manages divisional shared services, including employee engagement, internal communications, staff development, and operational programs that strengthen team effectiveness across the division. This role serves as the primary liaison between Human Resources and divisional leadership to develop and maintain the processes, content, and program infrastructure that support alignment, consistency, and a positive employee experience throughout the division.

Working collaboratively with divisional leadership, Human Resources, and cross-functional stakeholders, the Manager, Divisional Programs & Integration oversees programs, resources, and shared service activities that support employee onboarding, engagement, communication, development, and operational consistency across External Relations. The role ensures divisional programs and practices are coordinated effectively, supported by clear processes and communication, and aligned with institutional priorities and employee experience goals.

The Manager, Divisional Programs & Integration serves as a people leader responsible for supervising assigned staff while also managing a portfolio of divisional programs, communication efforts, and operational initiatives. Through team leadership, program management, stakeholder coordination, and continuous improvement, this role strengthens divisional alignment, supports a positive workplace culture, and enhances the effectiveness of shared services across the division.

Essential Functions

The employee will demonstrate TSTC's Core Values of Excellence, Accountability, Service, and Integrity with internal and external stakeholders, customers, students, and community members.

Team Leadership & Supervision Supervises and supports assigned staff by providing clear direction, workload coordination, performance management, and ongoing coaching. Establishes expectations, monitors progress, supports professional development, and promotes accountability and service excellence in support of divisional goals.

Internal Communication Coordination Develops, coordinates, and maintains divisional internal communication strategies, content, and communication processes to ensure employees receive clear, consistent, and timely information. Partners with the Office of the Vice Chancellor and divisional leaders to support communication planning, message consistency, and employee awareness of key priorities, updates, and initiatives.

Employee Engagement & Development Programs Serves as the primary liaison between Human Resources and divisional leadership to coordinate employee engagement, staff development, and divisional culture-building initiatives. Supports the planning, communication, and execution of programs that strengthen employee connection, professional growth, cross-functional collaboration, and a positive employee experience across the division.

Program Management & Operational Support Manages divisional operational programs and shared service initiatives by coordinating timelines, monitoring participation and progress, maintaining documentation and resources, and supporting implementation of divisional priorities. Ensures operational programs are organized, executed effectively, and continuously improved to support divisional effectiveness and alignment.

Content Management & Resource Development Develops, curates, and maintains employee-facing content, operational resources, training materials, communication tools, and related documentation that support divisional consistency, onboarding, engagement, and program execution. Ensures content remains current, accessible, and aligned with divisional practices and institutional expectations.

Human Resources Process Support Partners with Human Resources and divisional leadership to support hiring resources, onboarding, offboarding, employee transitions, and other employee lifecycle processes. Helps maintain a consistent divisional approach to people-related processes by coordinating resources, communication, and process support across the division.

Cross-Functional Collaboration & Continuous Improvement Collaborates with departments across the division to identify operational improvement opportunities, support knowledge-sharing efforts, and promote alignment in processes, programs, and practices. Evaluates feedback, identifies gaps or inefficiencies, and implements improvements that strengthen shared services, employee support, and divisional consistency.

Education & Experience

Minimum Qualifications Bachelor's degree in business, human resources, organizational leadership, communications, higher education administration, or a related field.

One year of experience in a leadership or management role overseeing staff, projects, or operational functions.

Three years of progressively responsible experience in shared services, human resources, employee engagement, learning and development, program management, communications, or a related field.

Experience coordinating operational programs, employee-facing initiatives, or shared services activities across multiple stakeholders or departments.

Preferred Qualifications Two years of experience in a leadership or management role overseeing staff, projects, or operational functions.

Four years of progressively responsible experience in shared services, human resources, employee engagement, learning and development, program management, communications, or a related field.

Experience in higher education, workforce development, or a similarly complex multi-stakeholder environment.

Experience supporting employee engagement programs, internal communications, onboarding resources, or divisional operational initiatives.

Relevant experience may be considered in lieu of a degree, except in cases where a specific degree is required to meet accreditation standards, licensure requirements, or other legislative or regulatory obligations. This includes, but is not limited to, certain faculty positions and staff roles governed by state or federal educational mandates.

Full-time, FLSA-exempt position.

Periodic in-state travel to campuses or meetings beyond the employee's designated or nearest base campus may be required based on business needs and will comply with TSTC and State of Texas requirements.
