Job summary

Arizona Public Service seeks a seasoned Manager of Construction Support to lead Survey, Land and Contract Management teams. You will oversee negotiations, planning, permitting, budgeting, scheduling, bidding and contracting to enable successful construction programs.

The role emphasizes safety, quality and customer satisfaction while building a capable team through staffing, coaching and development. Hybrid work arrangements apply.

Qualifications

  • Four-year Bachelor's degree in Construction Management, Engineering or related field from an accredited college or university with eight (8) years of relevant experience in operations, construction and/or customer service within the utility or related industry.
  • In lieu of a Bachelor's degree, a high school diploma/GED plus 12 years of experience in operations, construction or customer service within the utility or related industry.
  • Three (3) years of experience in a supervisory/management role.

Responsibilities

  • Provides strategic direction, identifies and manages risks and establishes performance metrics aligned with the APS Business Plan.
  • Manages strategic partnerships with key suppliers to ensure successful execution of capital projects and appropriate contract crew support for ongoing and emergent operations.
  • Oversees departmental operations and maintains project controls to meet financial and risk management objectives.
  • Builds and leads a high-performing team through coaching, feedback, recognition, training and development opportunities.
  • Directs the development and administration of partnering and construction contracts, including bid preparation and adherence to corporate policies and contract terms.
  • Enforces safety programs for both contract and company workers.
  • Develops and manages operating budgets, monitors expenditures and implements plans to address variances.
  • Leads all project and program activities and support services to ensure technical excellence and compliance with specifications, standards and codes.
  • Identifies, assesses and manages project risks in a cost effective and responsible manner.

Summary

The Manager of Construction Support provides strategic leadership and operational oversight for teams responsible for Survey, Land, and Contract Management functions. This role supports the successful planning and execution of construction projects and programs by overseeing activities including negotiations, project planning, permitting, procurement, budgeting, scheduling, bidding, and contracting. The Manager ensures support services are delivered efficiently, cost-effectively, and with a strong focus on quality, timeliness, and customer satisfaction. Additionally, this leader is responsible for building and developing a high-performing team through effective staffing, training, coaching, performance management, and employee development.

A four-year Bachelors degree in Construction Management, Engineering or other job-related field from an accredited college or university plus eight (8) years of relevant experience in operations, construction and/or customer service within the utility or a related industry. In lieu of Bachelors degree, high school diploma/GED plus 12 years of experience in operations, construction or customer service within the utility or a related industry. Three (3) years of experience in a supervisory/management role.
