Job summary

Tampa Housing Authority is seeking a Management and Occupancy Review Specialist in Tampa, FL. The role involves conducting MORs, both desk and onsite, to ensure HUD and PBCA compliance.

You will prepare detailed MOR reports, document findings in iREMS and HUD systems, and coordinate corrective actions with property Owners/Agents. Remote work is allowed with up to 75% travel within Florida and USVI.

Qualifications

• Bachelor’s degree or equivalent in public administration, business, or related field.
• Minimum of 2 years’ experience in housing compliance or related field.
• Familiarity with HUD programs and PBCA operations strongly preferred.
• Valid Florida Driver’s License

Responsibilities

• Review MORs for assigned properties in accordance with HUD guidelines.
• Conduct desk reviews and onsite inspections to evaluate compliance with program requirements.
• Identify deficiencies and recommend corrective actions to property owners/agents.
• Follow-up on reviews until close-out.
• Prepare MOR reports and enter MOR data into iREMS and HUD systems.
• Track corrective actions and follow up with Owners/Agents to ensure timely resolution.
• Communicate review results to property Owners/Agents in a professional manner.
• Assist the MOR Supervisor with scheduling, planning, and reporting activities.
• Collaborate with other departments to ensure accurate reporting and compliance monitoring.

Management and Occupancy Review Specialist

Reports To: PBCA Contracts Manager – NTHDC FLSA: E

Summary

The Management and Occupancy Review Specialist is responsible for conducting desk and onsite Management and Occupancy Reviews and follow up actions for properties to ensure compliance with HUD regulations and PBCA requirements under the ACC. This role involves preparing MOR reports, identifying deficiencies, recommending corrective actions, and maintaining accurate records of all MOR activities.

Essential Job Functions

1. 1. Review & Compliance:
   • a. Perform Management and Occupancy Reviews (MORs) for assigned properties in accordance with HUD guidelines.
   • b. Conduct desk reviews and onsite inspections to evaluate compliance with program requirements.
   • c. Identify deficiencies and recommend corrective actions to property owners/agents.
   • d. Follow-up on reviews until close-out.
2. 2. Reporting & Documentation:
   • a. Prepare detailed MOR reports summarizing findings and compliance status.
   • b. Enter MOR data into Internal and HUD systems (iREMS) and maintain electronic files
   • c. Track corrective actions and follow up with Owners/Agents to ensure timely resolution.
3. 3. Stakeholder Communication:
   • a. Communicate review results to property Owners/Agents in a professional and timely manner.
   • b. Provide technical assistance and guidance on compliance requirements.
   • a. Assist the MOR Supervisor with scheduling, planning, and reporting activities.
   • b. Collaborate with other departments to ensure accurate reporting and compliance monitoring.

Knowledge, Skills, and Abilities

1. 1. Knowledge of HUD regulations, PBCA requirements, and MOR procedures.
2. 2. Strong analytical and problem-solving skills.
3. 3. Excellent written and verbal communication abilities.
4. 4. Proficiency in HUD systems (iREMS) and Microsoft Office Suite.
5. 5. Ability to manage multiple reviews and meet strict deadlines.
6. 6. Excellent analytical, organizational, and communication skills.
7. 7. Proficiency in HUD systems (EIV, TRACS/iMAX, iREMS) and Microsoft Office Suite.
8. 8. Ability to manage multiple priorities and meet strict deadlines.
9. 9. Ability to travel (up to 75%). This is a fully remote position. A home office is required in compliance with the Agency’s policies regarding telecommuting. Travel is within the state of Florida and the USVI.

Minimum Qualifications

Bachelor’s degree in Public Administration, Business, or related field; equivalent experience considered.

Familiarity with HUD programs and PBCA operations strongly preferred.
