County of Ventura seeks a Management Analyst I/II to advance affordable housing and homelessness programs funded by HUD, state grants, and other sources. You will manage grants across the full lifecycle—from pursuing new funding to contract processing and reimbursements.
Ideal candidates will have a bachelor’s degree in a related field and experience with grant administration; strong written skills and ability to handle multiple funding streams are essential.
The County Executive Office is a critical component of the County organization. The Office is responsible for the recommendation and/or implementation of Board Policies, the preparation and administration of the County budget, the recruitment and retention of a high-caliber workforce and the negotiation and administration of contracts. The Office also has extensive interactions with local cities and other public jurisdictions within the County, representatives of the state and federal governments, as well as community-based organizations. In conducting business, the Office strives to provide high-quality services in a fiscally prudent manner, while consistently fostering a culture of collaboration among agencies to better integrate and coordinate services, and actively promoting diversity and inclusion to reflect and engage the community.
The Housing and Homelessness Solutions (formerly Community Development) Division reports to the Assistant County Executive Officer advising and pursuing programs and policies serving the diverse housing needs of Ventura County’s residents, primarily those with limited to no income. Members in this unit provide support to the Countywide Continuum of Care, administer a wide array of federal and state grants for unhoused and low-income residents, and promote the development of safe, affordable housing for the County’s residents.
Under direction, the Management Analyst I/II prepares plans, documents, and contracts that advance the County's affordable housing and homelessness programs funded through the U.S. Department of Housing and Urban Development (HUD), the State of California, and other sources. Incumbents administer a diverse grant portfolio, which may include Community Development Block Grant (CDBG), HOME Investment Partnerships, Disaster Recovery, and homeless assistance funding, across the full grant lifecycle: pursuing new funding, developing contracts, processing reimbursements, and monitoring subrecipients.
Assignments may support the homeless unit, the housing unit, or both. Analysts work closely with city partners, housing developers, nonprofit organizations, government entities, and other stakeholders serving low- to very-low-income and vulnerable residents, helping them navigate complex regulatory requirements so that funding translates into positive outcomes. The role calls for strong written and verbal communication, exceptional organization, and the ability to manage multiple funding streams at once.
