Job description

This position is in the Winston-Salem VA Regional Office (VARO). The incumbent is assigned to the Veterans Service Center (VSC) and reports to the Veteran's Service Center Manager (VSCM) and to the Assistant Veteran's Service Center Managers (AVSCM). The primary purpose of this position is to provide objectively based information for making decisions on the administrative aspects of organizational operations and management.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS- 11 (or higher) and the promotion potential of your current position must be at least GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-11 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience such as:

  • Collecting and researching data for evaluations of programs/operations
  • Researching laws, regulations, guidelines, and approved procedures to provide findings
  • Communicating information to management, both orally and in writing

OR Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or successful completion of three (3) years of progressively higher-level graduate education leading to such a degree or a LL.M., if related, and obtained in an accredited college or university. Note: Transcripts Required.

OR Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. Applicants may also combine education and experience to qualify at the GS-11 level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.

GS-12 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as:

  • Providing advice and guidance for improvements on policies and making recommendations
  • Applying analytic methods and techniques to evaluate the effectiveness, productivity, and/or performance of administrative and technical programs
  • Applying and modifying established practices to specific administrative problems which involve many variables
  • Preparing detailed reports to present findings from analysis to management

Note: There is no educational substitution at this grade level. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
