Job summary

The City of Prescott is seeking a Management Analyst to join the City Manager's Office and help shape initiatives that have a citywide impact. This position offers exposure to strategic planning, policy and financial analysis, and cross-department collaboration in a dynamic municipal environment.

Responsibilities include performance measurement, budget analysis, grant support, and development of recommendations for executive leadership.

Qualifications

  • Bachelor's degree plus two years of professional experience in management analysis or related fields.
  • Master's degree desirable; municipal/public-sector experience preferred.
  • Valid Arizona driver's license with appropriate endorsements.

Position Summary

Performs complex professional and analytical work in support of the City Manager's Office and City-wide initiatives. Responsibilities include conducting research and analysis; managing special projects and organizational initiatives; supporting strategic planning and performance measurement efforts; performing budget, financial, and policy analysis; and providing professional and administrative support to executive leadership. Work may also include assignments involving policy development, communications, legislative priorities, intergovernmental relations, grants, contracts, and other City initiatives.

This position works in an executive environment and regularly addresses complex issues with citywide impact. It may supervise administrative staff in the City Manager's Office. Under general direction, exercises substantial independent judgment in planning and carrying out assignments, developing recommendations, managing projects, and resolving problems within established policies and objectives.

Essential Duties
  • Coordinates strategic plan performance measures, data collection, analysis, and reporting.
  • Conducts organizational, operational, financial, statistical, and policy analyses; develops recommendations for management.
  • Assists departments in improving processes, policies, systems, procedures, and service delivery.
  • Assists with budget preparation, monitoring, analysis, forecasting, and reporting.
  • Manages or coordinates complex cross-departmental initiatives, programs, and special projects.
  • Assists in the preparation, revision, and implementation of short- and long-range forecasting and plans, including but not limited to strategic plans, emergency response plans, and operational plans.
  • Conducts research and analysis related to policy, management, operations, and legislation.
  • Supports public communication and engagement activities. Prepares reports, presentations, correspondence, briefings, and recommendations for executive leadership.
  • Researches grant opportunities and assists with preparation, submission, and administration of grant applications and awards.
  • Administers assigned contracts, grants, agreements, and/or leases.
  • Assists with development and implementation of policies, procedures, agreements, and short- and long-range planning documents.
  • Assists with development of legislative priorities and advocacy and provides technical support in assigned program areas.
  • May supervise, train, and evaluate assigned administrative or support staff.
  • Provides professional and administrative support for City Manager's Office operations, including purchasing, scheduling, records, and other assigned administrative functions.
  • Performs other duties as assigned.
Qualifications

Education and/or Experience:

Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Finance, Economics, Political Science, or a closely related field and two (2) years of progressively responsible professional experience involving management analysis, budget or financial analysis, policy analysis, strategic planning, project management, or organizational improvement; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.

A master's degree in Public Administration, Business Administration, Public Policy, or a related field is desirable. Experience in municipal or other public-sector administration is desirable.

Licensing, Certification, and Other Requirements:

Possess and maintain a valid Arizona driver's license with appropriate endorsements.

Physical Demands And Working Conditions
  • Work is performed in a standard City office environment.
  • Duties require working evenings, weekends, and holidays, as needed.
  • Safely operates a City vehicle and a variety of standard office equipment requiring continuous and repetitive arm, hand, and eye movement.
  • Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
