POSITION SUMMARY
Under the general supervision of the DPW Foreman, DPW Supervisor, and Director of Public Works, the Department of Public Works Service Worker performs a variety of skilled and semi-skilled maintenance, repair, construction, groundskeeping, water distribution, equipment operation, and facility maintenance duties for the Township.
The position supports the safe, efficient, and reliable operation and maintenance of Township infrastructure, facilities, parks, grounds, vehicles, and equipment. Work may be performed independently or as part of a crew and requires the employee to exercise sound judgment, initiative, dependability, and appropriate customer service when interacting with residents, businesses, contractors, Township officials, and other employees.
The employee may be required to respond to emergencies and participate in a rotating on-call schedule.
ESSENTIAL FUNCTIONS AND TYPICAL DUTIES
The following duties are representative of the work performed by employees in this position. The list is not intended to be exhaustive, and additional duties may be assigned as necessary.
Water Distribution System
- Assist with tapping water mains for new service installations.
- Install, maintain, repair, and replace water service lines, curb stops, curb boxes, water meters, and radio-read units.
- Perform routine maintenance and repairs on the Township's water distribution system.
- Repair water mains and related water distribution infrastructure.
- Repair and replace fire hydrants, curb stops, curb boxes, water meters, and radio-read units.
- Test water meters for accuracy as directed.
- Read utility meters manually or using automated equipment at residential, commercial, and industrial properties.
- Inspect water system components for potential cross-connections and complete required reports.
- Read and interpret utility maps, records, and other documentation identifying water mains, valves, and service lines.
- Locate and mark water mains and water services in response to MISS DIG notifications and other requests.
- Assist with maintaining accurate records related to water distribution system work.
Township Facilities, Parks, and Grounds
- Perform general maintenance of Township facilities and assist with the operation and maintenance of municipal sites and Kiwanis Park facilities.
- Maintain parks, playgrounds, athletic fields, and other recreational areas.
- Repair or assist with the maintenance of playground equipment and play structures.
- Drag, prepare, and line baseball and softball fields.
- Clean and maintain public restrooms and other public facilities.
- Perform general plumbing, carpentry, mechanical, and maintenance tasks at Township-owned facilities.
- Plant, prune, maintain, and water trees, shrubs, flowers, and other landscaping.
- Maintain sprinkler and irrigation systems.
- Mow Township properties and perform ditch cutting and other grounds maintenance.
- Pick up and dispose of rubbish, brush, leaves, and other refuse.
- Remove fallen or hazardous trees and operate wood-chipping equipment as authorized.
- Perform maintenance and upkeep of Township-owned properties and grounds.
Equipment and Vehicle Operation
- Operate a variety of Township vehicles, machinery, and equipment, including but not limited to:
- Vans and pickup trucks
- Dump trucks
- Tractors and mowers
- Backhoes and other heavy equipment
- Air compressors
- Saws
- Water-main tapping equipment
- Boring equipment
- Snowplows and snow-removal equipment
- Snow throwers and salt spreaders
- Wood chippers and other grounds-maintenance equipment
- Perform routine inspection, maintenance, cleaning, and minor repairs of Township vehicles and equipment.
- Report equipment defects, safety concerns, and maintenance needs to the appropriate supervisor.
Snow and Emergency Operations
- Perform snow and ice removal operations using plow trucks, snow throwers, salt spreaders, and other appropriate equipment.
- Respond to water distribution, facility, weather-related, and other public works emergencies as directed.
- Participate in a rotating 24-hour on-call schedule.
- Respond promptly and appropriately to emergency calls and situations.
- Perform emergency repairs and other necessary public works functions during non-standard working hours when required.
Public Service and Communication
- Respond courteously and professionally to public inquiries and complaints.
- Explain routine water service procedures, maintenance practices, and public works operations.
- Answer questions within the scope of the employee's responsibilities and refer unresolved or specialized matters to appropriate supervisory personnel.
- Establish and maintain effective working relationships with residents, businesses, contractors, regulatory agencies, Township officials, and coworkers.
- Communicate work-related information clearly and accurately, both orally and in writing.
- Complete reports, work orders, records, and other documentation as required.
General Duties
- Follow all Township policies, procedures, safety requirements, and applicable laws and regulations.
- Use required personal protective equipment and follow prescribed safety practices.
- Enter basements, crawl spaces, meter pits, confined spaces, and other restricted areas when required to perform assigned duties, using appropriate safety procedures.
- Assist other DPW employees and departments as directed.
- Attend required training and maintain required knowledge and skills.
- Perform other related duties as assigned.
Requirements
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
The successful candidate should demonstrate the following knowledge, skills, and abilities:
Knowledge
- General knowledge of the principles, practices, and regulations applicable to potable water distribution systems.
- Knowledge of safety practices, tools, equipment, materials, and methods used in water distribution, facility maintenance, grounds maintenance, and public works operations.
- Knowledge of the operation and basic maintenance of tractors, mowers, weed trimmers, wood chippers, snow-removal equipment, and other lawn and grounds-maintenance equipment.
- General knowledge of vehicle and equipment maintenance.
- Knowledge of basic plumbing, carpentry, mechanical, and general maintenance practices.
- Familiarity with utility maps, records, water mains, valves, and service lines.
Skills and Abilities
- Ability to safely operate a variety of vehicles, tools, machinery, and heavy equipment.
- Ability to learn and properly apply Township water distribution procedures, safety practices, and applicable regulations.
- Ability to read and interpret utility maps, records, work orders, and service documentation.
- Ability to identify and evaluate routine water distribution and maintenance issues and determine appropriate action or when to seek assistance.

MINIMUM QUALIFICATIONS
- High school diploma or equivalent.
- Valid driver's license with a driving record acceptable to the Township's insurance requirements.
- Ability to successfully complete required background screening.
- Ability to successfully complete required physical and drug screening, consistent with Township policy and applicable law.
- Ability to obtain and maintain any licenses, certifications, or training required by the Township or applicable regulatory agencies within the required timeframes.
- Previous experience in public works, water distribution, construction, grounds maintenance, equipment operation, plumbing, mechanical maintenance, or a related field is preferred but not required.
No water distribution certification is required at the time of hire for this classification.
WORK SCHEDULE AND ON-CALL REQUIREMENTS
The position may require:
- Regular work outside of standard business hours based upon operational needs.
- Weekend work for Township events, seasonal activities, emergencies, or other operational requirements.
- Flexing of the employee's schedule during the workweek when authorized.
- Participation in a rotating 24-hour emergency on-call schedule.
- Overtime or other work outside the employee's normal schedule when required and authorized.
