Job description

Overview

Under the supervision of a higher‑level Maintenance Supervisor or other administrative supervisor, the Maintenance Supervisor 1 is a working supervisor, overseeing a combination of skilled, semi‑skilled, and unskilled subordinates across building, electrical, carpentry, roofing, plumbing, locksmithing, heating, ventilation, air conditioning, refrigeration, and general machining and toolmaking trades for a Division of Military and Naval Affairs facility. Incumbents may also perform duties of a Maintenance Assistant or a Facilities Operations Assistant 1. Incumbents of this position are considered essential personnel.

Responsibilities
  • Plan, supervise, and provide technical direction and hands‑on assistance and instruction to subordinate staff.
  • Review job orders, blueprints, specifications, and, when required, visit project sites to determine dimensions, materials, and labor needed.
  • Prepare rough sketches or plans to scale from verbal or written instructions.
  • Assign staff to projects and provide oral instructions along with blueprints, specifications, and plans.
  • Meet with other supervisors to coordinate activities, schedule work, and ensure effective utilization of staff, materials, and equipment to meet project schedules.
  • Observe and inspect work while in progress and upon completion to ensure codes, regulations, materials, and schedules are followed.
  • Inspect outside contractor work to confirm conformity with specifications.
  • Prepare and maintain written records of work performed, completed, and accounts for labor and materials used.
  • Evaluate the work performance of subordinate employees.
  • Provide higher‑level supervisors and staff with suggestions, assess needs, and assist with tracking project costs and budgets.
  • Assist higher‑level supervisors with identifying inventory needs, ordering proper items, and reconciling purchasing and travel records through the Statewide Financial System (SFS).
  • Utilize required computer software for agency operations.
  • Coordinate with State Human Resources (MNHS) on hiring, counseling, discipline, and other personnel matters.
  • Maintain a work order program in accordance with established policies.
  • Fill in for the supervisor during absences.
  • Perform the activities of various trades including, but not limited to, Carpenter, Electrician, Mason and Plasterer, Plumbing, Heating, Ventilation, and Air Conditioning.
  • Perform general grounds maintenance tasks.
  • Attend meetings at various locations and complete additional training as required.
  • Supervise staff; periodic overtime and travel (by driving, train, or air) may be required.
  • Perform other duties as assigned.
Job Requirements
  • Working knowledge of Microsoft Office Word and Excel; experience using databases.
  • Knowledge of applicable Federal, State, and local facility and building codes, health and safety standards, and other regulations.
  • Knowledge of safety standards and procedures.
  • Knowledge of skilled and semi-skilled trades.
  • Ability to read and interpret facility and grounds plans, specifications, manuals, and blueprints.
  • Proficiency in arithmetic computations for project sizing and material calculations.
  • Strong interpersonal skills to collaborate with co‑workers, management, federal and state personnel, and the public.
  • Capability to perform routine repairs and maintenance on equipment and structures.
  • Ability to work comfortably at heights in accordance with requirements.
  • Capacity to push, pull, lift, and carry heavy objects (50+ lbs).
  • Experience working outdoors in various temperatures and inclement weather for extended periods.
  • Operating a motor vehicle, motorized equipment, and a variety of construction equipment.
  • Ability to train and supervise subordinates.
  • Demonstrated reliability and trustworthiness.
  • English reading, writing, and communication skills.
Minimum Qualifications
  • At least three (3) years of permanent New York State service in a maintenance, engineering, or similar title series at salary grade SG‑9 or above, with experience in mechanical or building trades; OR
  • Five (5) years of full‑time maintenance experience performing building and/or mechanical trades work, complex engineering tasks, or similar duties, including at least two (2) years of direct supervision of subordinate staff, with a two‑year technical school completing an appropriate substitute for one year of experience.
  • Must meet the minimum qualifications of General Mechanic, SG‑12.
  • Must be at least 18 years old and have a High School Diploma or GED.
  • Must read and write in English.
  • Must work comfortably at heights and in confined spaces per requirements.
  • Must possess a valid driver’s license to operate a motor vehicle in New York State; may also need a military driver’s license.
  • Must have working knowledge of Microsoft Office Suite (Word and Excel).
  • Must complete required computer training within 90 days of receiving access to systems such as SFS, GFEBS, SLMS.
  • Must obtain and maintain a favorable background investigation and necessary clearance (NACI or higher).
Additional Comments

This position is not in the Classified Service of New York State but is covered under New York State Military Law; selected employees will lose seniority within the Classified Service and be exempted from promotional exams.

Current Start Rate: $56,506*
Job Rate: $66,634

(*All hires begin at “Start Rate” unless prior state experience affords eligibility for hiring step increase as determined by OSC.)
In addition, the Jamaica Armory will receive a Downstate adjustment of $4,000 annually.
