Job summary

Job Summary

Under the general supervision of the Maintenance Manager, plans, organizes, and provides supervision and oversight of TNHA maintenance crews for daily maintenance operations and remodeling of TNHA-owned and managed residential and/or commercial properties. Oversees and performs a variety of skilled construction, maintenance, modification, and repair activities in assigned maintenance operations areas, which may include carpentry, plumbing, and electrical repairs at residential and service facilities and grounds work, and performs related work as required.

Essential Duties and Responsibilities
  • Supervises and directs maintenance crews in residential maintenance, repair, and remodeling by determining workloads and schedules; may make hire and termination recommendations; and ensures that maintenance crews are trained in basic maintenance activities and are following standard operating procedures.
  • Leads daily coordination of maintenance tasks, monitors work quality and crew efficiency, and provides performance input to the Maintenance Manager.
  • Develops Scope of Work, Take-offs, and Punch Lists for renovation/repaid projects.
  • Maintains training records for maintenance staff and prepares materials for weekly safety meetings to support ongoing compliance and development.
  • Resolves conflicts and misunderstandings quickly and amicably with maintenance crew members.
  • Assesses need for rehabilitation and remodeling work and ensures that work performed by maintenance crews is in conformance with Housing Quality Standards.
  • Determines materials, equipment, and supplies to be used for specific projects.
  • Prepares and maintains records on all maintenance activities, including materials and supplies used and labor hours spent; accountable for materials, tools, and equipment assigned to the crew supervised.
  • Ensures proper care in the use and maintenance of equipment and supplies; promotes continuous improvement; conducts periodic safety meetings with maintenance crews as required.
  • Responds to emergencies as required; coordinates activities with other responders; directs the work of maintenance crews to complete repairs and ensures the safety of the residents.
  • Coordinates or performs a variety of field maintenance tasks, including carpentry, plumbing, mechanical, electrical repairs, and other related systems in residential and/or commercial properties.
  • Assists in the preparation of preventive maintenance plans and schedules.
  • Acts as Maintenance Manager in their absence.
  • Observes TNHA safety rules and regulations, policies, and procedures.
  • Maintains complete confidentiality of all information obtained through professional and client interactions.
  • Ability to work regular overtime and weekends.
  • Maintains regular and predictable attendance.
  • While performing the duties of this job, the employee is regularly exposed to travel by small aircraft, outside weather, extreme cold, wet or humid conditions. The noise level is usually moderate.
  • Must be able to travel to all outlying Arctic Slope villages for extended visits.
  • Performs other duties as assigned.

Required
  • Working experience with MS Office programs such as Excel, Outlook, Access, Word, and MS Project, Windows Operating System, Internet, and related programs. Ability to learn programs and take training for job-specific computer programs (e.g., HR and timekeeping software).
  • Reasoning skills to include the ability to solve practical problems where only limited information exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • High school graduate or General Equivalency Diploma (GED) recipient.
  • Two (2) years of supervisory experience.
  • Four (4) years of construction and maintenance experience with carpentry, electrical, and plumbing.
  • Valid Alaska Driver's License that meets TNHA insurance criteria.
Preferred
  • Two (2) years of oil and gas-fired hot water heating system work experience.
  • Four (4) years of Arctic experience.
  • OSHA 30-Hour Certification.
  • 40-Hour HAZWOPPER Certification.
  • Boiler Operation Training or Certification.
  • Alaskan Native/American Indian (member of federally recognized tribe).
  • Ability to speak and/or understand conversational Inupiaq.
Physical Demands

This role frequently involves working outside in cold weather and requires regular physical activity, including heavy lifting. It also involves frequent movement, such as walking, standing, stooping, kneeling, and climbing. Visual acuity for reaching and operating equipment is required. This is a safety-sensitive position that requires alertness and adherence to safety protocols at all times.

Work Environment

The work environment is both indoor and outdoor, often in cold weather conditions. It involves travel by small aircraft, working around heavy machinery, and in areas with varying noise levels.
