Job description

The primary purpose of this position is to serve as leader of a group of military/civilian workers of Heating, Ventilation, and Air Conditioning (HVAC) mechanics, Electronic Industrial Control mechanics, Electricians, and I Energy Management and Control System (EMCS) Operators.

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance & Operations Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to lead and supervise.

JOB ELEMENTS:

• 1. Knowledge of a wide range of theories, principles, and processes of heating, air conditioning, refrigeration, and Building Automation Systems. Knowledge of supervision and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment.
• 2. Knowledge of the design and operating characteristics of a variety of large industrial and commercial heating, air conditioning and refrigeration systems. Knowledge of terminology and control logic commonly used in HVAC direct digital control (DDC) programming and basic computer skills necessary to upload, download and analyze DDC programs.
• 3. Knowledge of safety regulations, practices, and procedures.
• 4. Skill in read and interpreting blueprints, diagrams, sketches, and technical specifications.
• 5. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
• 6. Ability to communicate effectively, both orally and in writing; manage overall direction and coordination of subordinate work activities and functions and implement sound personnel policies, practices.

Physical Effort

The employee lifts, carries, and handles equipment up to 50 pounds unassisted and over 50 pounds with assistance. Works from ladders, scaffolding platforms, or cramped areas where equipment, parts, or tools are hard to reach. Work requires frequent stooping, stretching, bending, kneeling, and working in tiring, uncomfortable positions for long periods. In addition, work involves frequent movement and maneuvering of large, heavy equipment using hoists, holders, and pulleys as required.

Working Conditions

The employee works indoors and outdoors, on elevated structures, and in cramped areas. Subject to discomfort from face masks or other protective devices when there is a possibility of exposure to toxic refrigerants, noxious gases, fumes, or acids. Subject to possible burns from refrigerants. Works near moving parts of equipment and machinery, energized electrical circuits, sharp metal edges, and toxic fumes, which could cause cuts, burns, and respiratory ailments. May be necessary to work in areas exposed to loud noises, heat, or cold. May be subject to sudden and frequent temperature changes. The employee works in classified areas and is subject to escort supervision and special security requirements. Employee works in VIP areas where tact and special accommodation are required.

PART-TIME OR UNPAID EXPERIENCE:

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
