SUMMARY OF SERVICES

Plan and coordinate the initial and ongoing development of foster families. Recruit, train, and license foster families, and facilitate their ongoing licensing.

REQUIREMENTS

The full‑time Licensing Specialist position requires a BA/BS degree in social work, psychology, counseling, or a human service‑related degree. The Licensing Specialist must have a valid driver’s license.

ESSENTIAL JOB DUTIES
  • Recruit, license, and maintain foster families according to agency and state guidelines, including conducting initial intake and screening, completing all enrollment paperwork, and initiating and maintaining foster parent files.
  • Assess relative and fictive kin caregiver homes on an ongoing basis, collecting all information required to ensure compliance with current agency and state licensing rules and regulations, including the safety of children in their homes.
  • Complete annual and renewal evaluations; update placement documentation in foster parent records; and enter all licensing‑related contacts in CWLM within expected timeframes per policy.
  • Investigate suspected non‑compliance with state licensing rules and regulations and make licensing status recommendations as needed.
  • Plan ongoing development and training of foster parents, assess foster family and youth needs on an ongoing basis.
  • Represent the agency at community events (including some weekend events) and participate in collaboration meetings, including the Washtenaw County Coalition and other county coalition meetings throughout BSC 4 and 5.
  • Perform all duties with a commitment to diversity, equity, and inclusion, maintaining awareness of implicit and explicit bias in all client and staff interactions, and continuing professional development through training, seminars, and conferences to meet state‑required in‑service hours per fiscal year.
  • Provides on‑call 24‑hour crisis assistance through the rotation of the agency’s emergency cell phone.
  • Ensure timely entry of all foster parent information and licensing‑related contacts into CWLM in accordance with policy, and load all required family‑related reports and forms into the current state system.
  • Always represent the agency in an appropriate, professional, and positive manner in the agency and the community at large.
