Job summary

EcoTal is partnering with a rapidly growing energy company to recruit a Licensing Manager who will lead regulatory, licensing, and safety-analysis activities across complex energy infrastructure projects. This role collaborates with engineering teams, external consultants, and regulators to move projects through licensing and approvals.

You will shape licensing strategies, prepare regulatory submissions, and oversee risk analyses while coordinating multi-disciplinary teams to ensure compliance

Qualifications

  • 10+ years of experience across licensing, regulatory engineering, regulatory affairs, safety engineering, or related technical functions.
  • Experience obtaining regulatory approvals for complex physical systems, facilities, or infrastructure.
  • Experience preparing or reviewing technical regulatory submissions and working directly with regulatory authorities.
  • Strong understanding of safety analysis and risk assessment.
  • Exposure to methodologies such as PRA/PSA, HAZOP, PHA, LOPA, FMEA, fault-tree analysis, or quantitative risk assessment.
  • Strong project-management skills with experience coordinating technical teams, consultants, schedules, and deliverables.
  • Bachelor's degree in Engineering, Physics, Nuclear Science, or a related technical discipline.

Responsibilities

  • Prepare, review, and manage license applications, regulatory submissions, amendments, and supporting technical documentation.
  • Coordinate engineering teams and third-party consultants across licensing deliverables.
  • Support and oversee safety and risk analyses, including hazard analysis, quantitative/probabilistic risk assessment, and related technical studies.
  • Track licensing milestones, regulatory risks, schedules, budgets, and project dependencies.
  • Monitor changing regulatory requirements and translate them into actionable project requirements.
  • Maintain quality and document control across regulatory submissions.

This is a highly cross-functional role working closely with engineering teams, external consultants, and regulatory authorities to move projects through the licensing and approval process.

What We're Looking For

Industry Experience

We are interested in candidates from highly regulated, technically complex industries including energy, oil & gas, LNG, chemicals, power generation, aerospace, defense, and other industrial environments. Experience navigating complex regulatory approval processes is highly desirable.
