Three Rivers Casino Resort is seeking a Licensing Agent 1 to assist with background investigations ensuring personnel and vendors meet licensing suitability criteria in compliance with Tribal, Federal and State requirements.

The role involves handling confidential information, coordinating Commission meetings, conducting vendor background checks, and maintaining licensing records and software. A fast-paced environment with strict regulatory adherence is expected.

Qualificações

• Associates degree in related field or equivalent combination of education and experience.
• Three (3) years’ experience in an office setting with report writing experience a plus.
• Current, valid driver’s license and be eligible for insurance coverage.
• Must obtain and maintain CJIS and LEDS clearance within 90 days of hire.
• Must be a State of Oregon Notary within 90 days of hire.
• Must have employment eligibility in the U.S.
• A state criminal background check and fingerprint-based background check will be required as a condition of employment.
• This position is a covered role per the CTCLUSI Background Investigations Policy.

The Licensing Agent 1 is responsible for assisting with background investigations to ensure Three Rivers Casino Resort (TRCR) personnel and vendor companies meet all licensing suitability criteria in compliance with all Tribal, Federal and State regulatory requirements.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES:

• Handles confidential information, ensuring strict confidentiality regarding all matters related to the Tribal Gaming Commission, Surveillance Department, Tribal Police, Casino and Tribal affairs.
• Complies with the Confederated Tribal Gaming Commission (CTGC) regulations, the Tribal Employee Handbook, personnel policies, operating procedures, and minimum internal control standards.
• Assists the Licensing Supervisor with the coordination, scheduling and notification of Commission meetings and hearings.
• Serves as a background investigator for all vendors and vendor technicians.
• Compiles and organizes comprehensive investigative files of applicants and licensees.
• Conducts thorough investigations of Casino employees, preparing reports to ensure compliance with CTGC Regulations, the Compact, and Tribal Ordinance.
• Gathers and analyzes criminal and personal history information from the Oregon State Law Enforcement Data System (LEDS), city, county and state law enforcement agencies, as well as state and local courts.
• Obtains and interprets fingerprint reports and credit information from intelligence sources.
• Reviews and tracks conditional licenses and background issues related to current licensees.
• Assists with reviewing licensing applications, disclosure statements, financial documents and other records submitted by applicants.
• Ensures compliance with State and Federal notification requirements within designated timeframes.
• Investigates Class II & III vendor technicians, tracks expirations, maintains communication with vendor representatives, and provides regular reports and updates.
• Coordinates license renewal scheduling, issuing necessary forms, and tracking the return of completed forms.
• Prints, tracks, and coordinates the issuance and retrieval of gaming licenses for TRCR employees.
• Creates, updates, and modifies Licensing templates, reports, and applications to cater to specific needs of individual licensee.
• Operates, maintains, and updates the Licensing software and databases for TRCR personnel, vendor companies, and assigned gaming technicians.
• Develops, writes, and exports database reports and queries to support operational needs.
• Scans and maintains records in accordance with the records retention policy.
• Scans, tracks, and codes licensing-related bills for processing.
• Performs digital and manual fingerprinting procedures.
• Attends mandatory and optional training sessions, meetings and briefings as required.
• Other duties as assigned by management.

LEVEL OF AUTHORITY AND RESTRICTIONS:

• This position requires working independently without overseeing others, with no authority in decision-making.

PHYSICAL & MENTAL DEMANDS:

• Must be able to walk, talk, hear, use hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.
• Requires repetitive movement of the wrists, hands and fingers.
• Requires walking or moving to accomplish tasks.
• May require standing and or sitting for sustained periods of time.
• May require stooping with entails the use of lower extremities and back muscles.May require lifting up to 50 pounds.

WORKING CONDITIONS & ENVIRONMENT:

• When on the gaming floor, employee will be exposed to tobacco smoke.
• Occasionally subject to outside environmental conditions.
• Must be able to work weekends, holidays, and extended hours as needed.
• Must be willing to travel out of town.
• Moderate noise level with frequent interruptions and distractions.

Requirements

• Must be at least 21 years of age.
• Associates degree in related field or equivalent combination of education and experience.
• Three (3) years’ experience in an office setting with report writing experience a plus.
• Intermediate experience of computer programs, with high proficiency in all Windows applications.
• Must have a current, valid driver’s license and be eligible for insurance coverage.
• Must obtain and maintain CJIS (Criminal Justice Information Systems) and LEDS (Law Enforcement Data Systems) clearance and certification within 90 days of hire.
• Must be a State of Oregon Notary within 90 days of hire.
• Must have demonstrated ability to work in a fast-paced environment where organization, prioritization and teamwork are required for success.
• This position is considered a covered role per the CTCLUSI Background Investigations Policy. A state criminal background check and fingerprint-based background check will be required as a condition of employment.
• This position is subject to pre-employment and other authorized drug and alcohol testing in accordance with company policy.
• Must obtain and maintain a high security gaming license from the Gaming Commission.
• Must have employment eligibility in the U.S.
• Indian preference will be observed in the hiring process.
