Job summary

Charlotte County Board of County Commissioners is seeking an Auditor to design, develop, organize and implement an internal monitoring system to improve program delivery through enhanced operational and managerial controls.

You will conduct audits to assess program compliance, evaluate the accuracy of financial records and operational efficiency, and prepare reports with corrective actions to strengthen department performance.

Qualifications

  • Bachelor's Degree in a related field is required.
  • Or a four-year combination of education and experience with two years of auditing in housing or related area.

Responsibilities

  • Design, develop, organize and implement an internal monitoring system to improve program delivery through enhanced operational and managerial controls.
  • Conduct audits to assess program compliance and evaluate the accuracy of financial records and operational efficiency.
  • Conducts internal audits of the Section 8 Housing Choice Voucher program
  • Assesses program and individual performance based on HUD SEMAP indicators
  • Evaluates the effectiveness and efficiency of programs and recommends policy changes
  • Conducts computer audits to ensure data integrity
  • Performs HQS inspections and analyzes data to identify deficiencies, fraud, and non-compliance
  • Prepare and submit reports of audit findings and recommend corrective actions
  • Provide technical assistance and training to staff
  • Maintain knowledge of HUD regulations and policy guidance
  • Develop and update departmental operating policies and procedures
  • All other related duties as assigned

Education

Bachelor's Degree in related field
Equivalent combination of education and experience (4 years + 2 years auditing)

Essential Duties And Responsibilities
  • Design, develop, organize and implement an internal monitoring system to improve program delivery though enhanced operational and managerial controls.
  • Conduct audits to assess program compliance and evaluate the accuracy of financial records and operational efficiency.
  • Conducts internal audits of the Section 8 Housing Choice Voucher program
  • Assesses program and individual performance based on the SEMAP performance indicators mandated by HUD
  • Evaluates the effectiveness and efficiency or programs and recommends systemic and programmatic policy changes
  • Conducts computer audits to ensure the integrity of information entering the computer tracking system
  • Conducts periodic HQS inspections for management, emergency, and complaints
  • Analyzes data to determine deficiencies, duplication of effort, fraud and abuse and non-compliance with statutory and regulatory requirements as well as departmental policies and procedures
  • Conducts studies and special projects as assigned by the DirectorProvides technical assistance and training to staff
  • Maintains working knowledge of HUD regulations and policy guidance
  • Prepares and submits reports of Audit findings and recommends corrective action
  • Conducts complaint audits and compliance monitoring for suspected fraud and abuse
  • Assists in the development of departmental operating policies and procedures
  • Performs all other related duties involved in the operation of the business as assigned or required
Minimum Requirements
  • Must have a Bachelor's Degree in a related field + two (2) full-time years of auditing work experience in housing or a related area.
  • OR Must have four (4) full-time years equivalent combination of education and experience + (2) years auditing work experience in housing or a related area.
  • Must have a valid Driver License.
Physical Demands And Work Environment & Other Requirements

While performing the duties of this position, the incumbent is regularly required to sit, walk, climb, stoop, lift, push, and pull. Incumbent is occasionally exposed to outside weather conditions, wet and/or humid conditions and extreme temperatures. Possibility of working with unpredictable and potentially violent clients. Exposure to communicable and contagious diseases possible.
