Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Legislative Policy Analyst to provide research, analysis, and staff support on Congressional activities affecting AF/A10’s portfolio.

The role supports leadership by tracking hearings, preparing status updates and briefing materials, and coordinating with SAF/LL and other stakeholders. Required qualifications include a Bachelor’s degree in a related field, 4+ years of policy experience, strong writing and synthesis skills, and an active TS/SCI

Qualifications

  • Required: 4+ years of experience in legislative analysis, Congressional affairs, or policy staff work
  • Strong research, writing, and synthesis skills to produce clear, actionable products
  • Active TS/SCI clearance and ability to maintain it throughout employment
  • Experience on defense or national security topics preferred

Responsibilities

  • Monitor Congressional hearings, markups, and reports related to nuclear enterprise, CWMD, arms control, and foreign clearance issues
  • Prepare weekly legislative status updates, synopsis reports, and ad hoc briefings for senior leadership
  • Maintain repository of official statements, QFR responses, and posture materials; draft talking points and briefing materials
  • Coordinate with SAF/LL and other stakeholders to support engagements with Congress and staff

The Sea, Land, Air Analysis Group’s mission is to deliver objective analyses, plans and strategies to US Navy, US Marine Corps, USAF, other DoD, and Australian Defence Force clients to support technology development, acquisition, delivery and sustainment decisions. The group provides the core of SPA thought leadership on Undersea Strategy, Software Development and Cost Estimating, with additional benchmark capabilities in AI/ML & Decision Analytics, Modeling and Simulation, and Future Force Assessments.

SPA has a need for a Legislative Policy Analyst to provide research, analysis, and staff support on Congressional activities affecting AF/A10’s portfolio. This role helps leadership stay ahead of legislative developments and prepare for engagements with Congress and staff.

Responsibilities

The Legislative Policy Analyst monitors Congressional hearings, markups, and reports related to nuclear enterprise, CWMD, arms control, and foreign clearance issues. They prepare weekly legislative status updates, synopsis reports, and ad hoc briefings that explain how proposed legislation and oversight may impact AF/A10 priorities. They help maintain a central repository of official statements, QFR responses, and posture materials. They also assist in drafting talking points, issue papers, and briefing materials for senior leader engagements, in coordination with SAF/LL and other stakeholders.

Qualifications

Required Qualifications:

  • Bachelor’s degree in public policy, political science, international relations, or a related field
  • 4+ years of experience in legislative analysis, Congressional affairs, or policy staff work, preferably on defense or national security issues
  • Strong research, writing, and synthesis skills, with the ability to turn complex legislative information into clear, actionable products
  • Active TS/SCI clearance and the ability to maintain it throughout employment

Desired Qualifications:

  • Experience supporting DoD, a Service headquarters, or a Congressional committee on defense/national security matters
  • Familiarity with legislative cycles, authorization and appropriations processes, and GAO/CRS/think‑tank reporting in the deterrence and nuclear/CWMD space
