Job summary

The City of Midland seeks a Legislative Analyst to monitor state and federal legislation and prepare summaries for staff and leadership.

This role collaborates across departments to assess how proposed laws affect operations, finances, or residents, and to provide timely research and briefings.

Office-based with occasional travel during sessions; strong writing, research, and data skills required.

Qualifications

• Bachelor’s degree preferred from an accredited college or university in political science or related field.
• No previous legislative experience required; internships or coursework in government/policy preferred.
• Ability to learn and interpret state and federal legislation.
• Strong research and writing skills.

Responsibilities

• Track proposed state and federal legislation.
• Maintain a database of legislation monitored by the City.
• Review bills, amendments, and committee notices.
• Attend hearings and summarize discussions and actions.
• Prepare briefings and reports for City staff.
• Identify legislation with operational, financial, or policy impact.
• Collaborate with City departments to gather information.
