Job description

About our opportunity:

The City of Asheville is seeking qualified applicants for the position of Leak Survey Specialist I. The purpose of this classification is to utilize specialized equipment to identify leaks in the City’s water distribution system.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Performs both proactive and reactive leak detection: determines route for leak detection grid work and responds to reports of leaks; locates and marks water utility lines, hydrants, meters, valves, and other system components; utilizes leak detection equipment to identify location of leaks; measures water loss for each leak discovered; collects and tests water samples to determine leak source; documents discovered leaks; and prepares and submits related work orders.

Monitors work environment and use of safety equipment to ensure safety of employees and other individuals: initiates any actions necessary to correct deviations; coordinates setup of work safety zones to maintain safety and traffic control at work sites, including flagging of traffic and setup of safety cones, barricades, and road/warning signs; monitors traffic conditions surrounding trucks/equipment to identify obstructions, pedestrians, or unsafe traffic conditions; and reports any incidents, accidents, problems, or unusual situations.

Assists with maintaining system maps: coordinates with Geographic Information Systems (GIS) staff; logs location of utility system components; and provides accurate data for map updating.

Utilizes and operates a variety of equipment, tools, and supplies to complete essential functions, such as a motor vehicle, acoustic and electronic leak detection equipment, line locators, metal detectors, water test kits, and other equipment, tools, and supplies.

Maintains assigned equipment: performs general cleaning and maintenance tasks, which may include inspecting equipment, checking/replacing fluids, refueling vehicles, performing minor equipment repairs, greasing equipment, replacing parts, washing/cleaning equipment, etc.: monitors equipment operations to maintain efficiency and safety; reports faulty equipment; and maintains related records and logs.

Participates in leak detection program development and monitoring, as well as evaluation of leak detection equipment: attends meetings; provides information to and receives guidance and direction from consultants; regarding leak detection program and progress; and tests and evaluates leak detection equipment.

Serves as Duty Officer: receives and responds to emergency calls for service; travels to site; evaluates and identifies needed repairs; determines priority and immediacy of needed repairs; notifies other utilities and work crews of repairs needing immediate attention; notifies supervisor of repairs not needing immediate attention; and enters and maintains information in duty logbook.

Communicates with supervisor, other City employees, vendors, consultants, the public, outside agencies and organizations, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives, reviews, prepares, completes, processes, forwards or retains as appropriate various forms, reports, correspondence, maps, work orders, flow charts, diagrams, activity logs, water test results, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Performs other related duties as required.

Minimum Qualifications:

High school diploma or GED required, with vocational or technical training in water distribution or a related field; supplemented by one year of experience in water utility system maintenance and repair; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required:

Must possess and maintain a valid North Carolina Class A Commercial Driver’s License (CDL), including appropriate endorsement(s). Must possess and maintain Class C Water Distribution license.

Sensory Requirements:
